The Council of the City of Palo Alto met in regular
session on this date at 8 P. M., with Mayor Hobart presiding.
Roll call as follows:

It was announced that this was the time set for a
hearing in the matter of Resolution of Intention No. 523 for the
construction ofstorm water sewers on Waverley Street. No
protests were received.
Resolution No. 534, ordering
sewers on Waverley Street, was read, and
'Cooley, was adopted by unanimous vote on
resolution fixes May 2, 1927, at 8 F. M.
sealed proposals or bids for this work.
Petition A atn'st Fence
A petition was received from residents and property
owners on Webster Street near Forest Avenue declaring the six-
foot fence erected by the owner of the Villa Madelon Apartments
to be a public nuisance; petitioning that this fence be ordered
cut down in height, and also petitioning that the ordinance of
the City of Palo. Alto restricting the height of fences be amended.
This matter was referred to Committee No. 1, the City Engineer
and City Attorney for consideration and report.
Letter from. Frederic Muriset
A letter was received from Frederic Muriset concerning
his request for a change of setback line on his property at the
corner of 'alo Alto Avenue and Emerson Street and asking for
re -consideration of this; matter. On motion of Wing and; Bertsche,
this was referred to the City Planning Commission.
Resignation of ' Mr. Hare
The resignation of Mr. £. H. Hare as a member of the
Board of .Public. Works,, was received. Action on this was deferred
until the next meeting.
Letter from,. Chamber, of Commerce
A letter was., received from the Chamber of Commerce
recommending the passage of an ordinance regulating and minimizing
local radio interference, submitting a copy of an ordinance
adopted by the City of Portland. On motion of Wing and Cooley,
this was referred to Committee No. 2 and the City Attorney.

Request for Appropriations
A request was received from the Chamber of Commerce
for appropriations from the Community Welfare Ftnd of $757.50
for printing Palo Alto : folders and literature for distribution,
and of $16.00,the expense of a luncheon given for the. Peninsular
newspaper publishers and editors. on April 2nd. On motion of
Cathcart and Cooley, thisrequest was referred to Committee No. 4.

A lejtter, referred by the Board of Vorks to the City
Council, was, received from_ E.:. E.. Pout, concerning the widening
of El Camino Real and_ermit: for a building which he desires to
erect on El Camino.; Real and Cambridge Avenue. This was referred
to the City Clerk for a reply.
Report of Board .of :.Safety
A report from the Board of Safety recommending the
adoption of an ordinance establishing bus stops on University
Avenue and anordinance prohibiting children under ten years of
age from enga;fng in: certain` occupations was received and placed
on file.
Report on. Street Widening
A report was received from the Board of Forks trans-
mitting and recommendingto the Council a report on street
widening procedure prepared by the City Engineer concerning the
proposed widening of El Camino Real and other streets in the
Mayfield District.
0n motion of Vood'and Cottrell, the Board of Works. anal
City Engineer were rec;•ue:s:ted to prepare plans and specifications
for this work, to be, known -:;as Aequisitton District Number One,
and the city Attorney'.was:;directed to prepare the necessary
resolutions. On motion of Thoits and Easterday, this matter was
also referred to Committee No. 1 to report at three next meeting.
As to Closing Alleys in . 3artley Tract
A report was received from the Board of Works
recommending the closing ofcertain. alleys in the Bartley Tract.
The City Engineer gave :verbal report on this matter.
On motion of Wing'and Thoits, the matter was referred -
to the City Attorney and City Engineer to prepare the necessary
papers, with the understanding" that a report will be received
on this matter from the City Planning Commission.

the recormnendittgon_ ; of Attorney Leon. David that supplements to the
codified. ordinances be prepared embodying changes -;in,., the
building and plumbing codes and the zoning ordinance.
On motion of Wing and Bertsche, an appropriation
was made from the contingent fund for the purpose .of preparing
a supplement to the building and plumbing codes.
The matter of preparing a supplement to the zoning
ordinance was deferred until a report is received from the
City Planning Commission concerning the revision of the zoning
ordinance.

A report from. Committee No. 4 concerning the

received and placed on file.
Report of Committee No. 5
A report was received from Committee No. 5 reporting
that they do not think it feasible to increase -the amount of
deposit for city .uti;liti°e:s based on the size of residences or
the probable consumption.': of uti3 i.ties.
The recommendation of Committee No.. 5 that badly
located meters be. changed to a location where they may be read
quickly and easily, the city paying the expense if necessary,
was referred to the Board of Works, on motion of Thoits and
Kelly.. The recommendation of the committee that bills be
mailed to, all„ consumers immediately after monthly readings, and
the suggestion that bad bills be placed in the hands of an
accredited collection agency were referred to the Board of Works,
Audi; -:and Office Manager.

The matter of the proposed widening of Waverley
Street'from.Lytton to amilton Avenues was discussed, and
protests were read from a',number of property owners protesting
against- the. widening :by taking seven feet of the land on each
side of the ..street . Mr. ; George Carey and Rev. Joseph M.
Gleason addressed. the:Council. on this matter.
'Mr..,Thoits made a motion that the Mayor be
authhzed . to` appoint a committee of citizens to work in co n-
junation with ,the ,public :.:bodies in the matter of street
widening.. This, motion was not seconded.

Resolution ,1 o 535, relating to re -zoning and change
of ,setback lines, was read, and on motion of Bertsche and Kelly,
vas adopted by unanimous vote on roll call. Said resolution
fixes May 2, 1927, at 8 P. M. in the City.Hall, as the time
and place for a hearing on this matter.
Concerning. E .B.;A Stcrm, :;S -ewer::
A letter was received from the City Attorney concern-
ing the procedure under Resolution of Intention No. 515 for
the construction of storm -aver sewers in the East Palo " Alto
Drainage District, ,=the ,c outraet for which was awarded to the
Oakland Sewer Construction, Company. The Attorney for the
contractor has advised that he will not pass upon the
procedure for this work, claiming that the resolution of inten-
tion did not specifically state that the work was to be done
under the alternative plan and that no notice was published
of a hearing on the selection of , which of the two materials
should be used.

ing that the proceedings be started again and that s new
resolution of intention be passed.
On motion of Kelly and Bertscbe, the report of
