The Council of the City of Palo Alto met on this
date at 7:45 p. m., pursuant to adjournment of December 10,
1928, with Y,ayor Hoge presiding. Roll call as follows:
Present: Bertsche, Cathcart, Christensen, Cot trel l,h obart,
Hoge, Johnson, Jordan,
Absent: Thoits, Thomas, ;PYood..
Reports on Charter Amendments
The special order of t te day was the consideration
of reports which were presented to the Council on December 10th
from the charter committee, suggesting several anendments to
the present charter, and also a minority report submitted b:
Councilman Christensen.
...report was received from the City Attorney
stating that he had• carefully considered both ,the majority and
minority reports and found that the amendments. proposed in
each report,: were legal and constitutional.
On r o ticn of Hobart and Lausten, the Council
decided to take up the consideration of the majority and
minority reports at this time.
Councilman Winrr moved that the i, ,t. to rney be re4uested
.to. draw up the necessary papers to bring the .charter amendments
as listed, in •the majority report before the electorate . Thi
motion was seconded by Cottrell.
A 'Long discussion followed, in which various
members of .the. Council expressed their vies on the matter,
the opinion': being expressed by several councilmen that the
most Important amendment proposed ws that providing for a
change in the date of elections, and that most of the desi:ec:
changes suggested could be made through ordinance without
necessity of a. special election being called.
• Questions w:.re asked of Councilman Cot tre`! ? , ch ai r -
man of• the charter committee, concerning different items
under discussion, and Yr. Christensen was also called ups;-, to
explain portions of his minority report and- the amendments
which he proposed-, which if adopted would central: ze authority
in. the• Council, would provide for a "government by ordinance".
..and -would give the Council power to c.rente commissions,
appoint executive and subordinate officers and determine where
subordinate authority shall rest.
