. The Counci1.of the City of Palo Alto met in special
session or. this date at '7 :30 p. m., pursuant to the following
call` of the Mayor:.
'As Mayorbt the City of Palo Alto, I hereby call
a specia:1 meeting ofthe Council of the City of Pall Alto,
to convene at the Council Chamber in the City -Hail of Palo
Alto , at the hour o f 7:30 p. m., Monday, November 26, 1928,
for the purpose of passing a resolution authorizing payment
of money received from insurance companies on account -of
loss by fire at Palo Alto Hospital in month of August to the
contractor, Mr. Ralph kollrer, it being necessary for this
authority to be granted by the Council before Mr. Follner
can be paid; and to transact any other business which may
arise.",

It was reported that copies of the minutes of the
meeting of November 13, 1928, had been sent to each member.
On motion of Thoits and Kelly, the minutes of said meeting were
approved.
Resolution on . Checks from Insurance Cos.
Fesolution , No . 705, relating to checks and payment
on account of fire at Palo Alto Hospital, was read. This
resolution authorized the Mayor and City Clerk to endorse ,certain
Checks received from insurance companies in payment for loss and
damage -on account of a fire at the Palo Alto Hospital. This
resolution also authorized the Auditor to pay to Mr. R. W.
Folimer, the contractor who made the repairs at the hospital, the
sumz: of X5008.73, when approved by the City Engineer, and to pay
to Stanford: University the sum of 4f,210.31 on account of its loss.
Mr. Fo1lmer addressed the Council on this matter.
On motion of Cottrell and Hertsche, this resolution
was adon.ted by ,unanimous vote on roll call.
Letter from -R.' W. Madison
A letter was received from Ralph W. Madison
concerning his request for a refund of 0.00 whichhe bad paid
forea license in error. It was stated that a previous letter
from Mr. Ma.diSo. i, on the same subject is now in the hands of
Co .ittec No . 5.
Request for Tax Refund
A report was received from the City Assessor
recommending a. tax' refund of X6.50 to Mr. Leonard Distel, bec=se
of an incowrecteAssessment on his property. On motion of Jordan
and ,Lau-sten, this recommendation was approved by unanimous vote
on.x'ollcall.M

Letter from Burmeister & Wain
11 communication from Burmeister & Wain, engineers and
shipbuilders, concerning Diesel engines, was received and -.plated
on file.
Petition of Vet.GGransWelfare Board
A petition was received .,,from the veterans' k elfare Board
requesting cancellation of taxes on a portion. of Lot 5, Block 1,
Palo Alto, assessed toirwin W. Talboy, which. is now in the name
of the Veterans' Welfare 'Board. In accordance with the .state
law, the,cancellation of :the taxes on this property, amounting to
w2.0.80, was recommended by the City Attorney, and on motion of
Jordan and Kelly, the petition was granted by unanimous vote on
roll Call.

A report was rec:pivecLifrom the City Planning Comrnission
approving the: proposed names of public alleys and recommending
same to the Council for adoption. An ordinance on this matter
will be,, presented at..the ,next meeting.
report was received ,from the City Planning Cornznission
recommending that it has. no orb j.ect:ions to leases on bay shore
lands, for commercial purposes if the. leases are not granted for 4/
more than ten years, and, if` the lands so leased are situated . south
of L'mbarcadero .Road on the westerly bank of the Mayfield Slough
and do not exceed a maximum depth from slough of 300 feet. ' Thi s
matter was referred to .:the Board of Public Works.
Report of Board of Safety
A report was received from the Board of Ss fety recorn end
ing the adoption of an ordinance relating to means of identifying
automobiles ordered to be wrecked. An ordinance relating the v
wrecking of automobiles was given first reading and referred. to
committee No. 2.
Subdivision Map Approved
Mr. G. L. Blacker presented a map of the Wood Subdivision
which had been approved by the Planning Commission. It was
explained by the City .Attorney that, in order to have the map
recorded in the County: Recorder+'s office, it was necessary to
have the approval of the City Council, according to a ruling made
by the District Attorney.
Resolution No. 706, approving said subdivision map, was
read, and on motion of Thoi•ts and Cottrell, tuns adopted by
unanimous vote on roll call..
Transfer of Ruxids
A report was received from Committee No. 4 recommending
that the sum of $30.00 be appropriatd d from the contingent fund
to the Board of Oorks for the purpose of eliminating the dip in:
the street. paving at the, intersection of Hawthorne Avenue and
v a.verley Street, On. motion of :Kelly and Cottrell, this
r eco endation. was approved and the appropriation made, by
unanimous vote on roll call.

Councilman Whisler, who had been attending a meeting
of the Board. of Compensation Referees, entered at this time.
Be was appointed by the Mayor to be a temporary member of
Committee No. 1 for the evening, as the committee was to hold a
meeting after the Council adjourned.
