The ,Council of the. City of Palo Alto met in special
sessl0,xi on this date at .`7:30 P. M., with Mayor Hoge
this special meeting having been called by the Mar to consider
the budget for the fiscal: year 1928-1929.
Present: Hertsche, Bonn, Christensen, Hoge, Jordan, Kelly,
Thoits, Wood.
Absent: Cathcart, Cottrell, Eobart, Laus ten, Thomas,
Whi:sler, Wing.
The report of Committee No. 4 was read, as follows
"Committee No. 4 recommends to the Council that the resolution
adopting the budget for the fiscal year 1928--1929, with a tax
rate of $1.30 per 0100.00 be approved". A motion, was made to
adopt this resolution.
Councilman Kelly suggested, in view of the fast that
this budget pToIrlded for the payment of certain sums towards the
purchase of the.'Daoific Gas and Electric COmpany's',gas and
electric distributing systems of Mayfield, the total final cost
to be about 80,000',00= that it n it be desirable to discuss
the ratter of submitting a proposed bond issue for the necessary
amount to the people instead of paying this from the yearly
budgets. Council:man. Kelly stated that this would mean a
reduction of the tax rate of perhaps 20 cents a $.100.00, and
that in his :judgment it would be desirable that this should *be
paid for by a bond .issue rather than out of the city's, yearly
revenues, `:that ` Vas would cause a reduction of the tax rate which
might : be preferred by the voters rather than paying for " it out
of the ;revenue•
In the discussion which followed in which different
members of tip Council: participated, It wasstated that the
payment of these : gas and electric distributing systems would
come from profits and .would not come as a tax and would not be
paid for ::by direct taxation, and that in fact the cost of this
system would be paid from the profits received by the city from
gas and other utilities.
While this discussion was in progress, Councilman
Hobart entered .and took his seat. After the discussion a vote
was taken on the motion to adopt the report of Committee No. 4
;" above referred to, recommending the adoption of the budget for
the fiscal year 1928-1929, with a tax rate of $1.30 as r $100.00.
There were 8 Ayes and 1 No. The Mayor declared the motion
carried.
The City attorney then presented a resolution trans-
ferring funds set march in the budget of 1928-1.929, as follows:
$5000 from surplus ::earnings of municipal power plant for new
power plant site, $20,000; from the surplus earnings of the
municipal power print for purchase of Mayfield power distribution
system, 5, JOO from surplus earnings of municipal as plant for
reclamation work, .. for gasplant site, and 2O,.000 from surplus
earnings o;f municipal 'gas plant for the purchase of Mayfield gas
distributing system; all transferred to the general fund to be
reappro priated therefrom. This resolution was passed by
unanimous vote on roll call. (Resolution No. 678)
The -City %Attorney then presented a resolution ad'optwng

fiscal year: -1928-1929. This resolution No. 679 *as adopted by

An ordinance was now presented by the City Attorney,
adopting the budget and fixing the tax rate for the fiscal year
1928-1929 at 4'1.30 per 4100.00, this ordinance embodying the
same details and items asthe resolution previously adopted by
the Council. This ordinance No. ' 431 was adopted by unanimous
vote as follows,
Ayes: $ertsche,. Bonn, Christensen, "doge, Hobart,
Jordan, Kelly, Thoits, Wood.
Noes: None .
Upon the request of the Chairman of Committee No. 4,
the Mayor appointed Councilman S. G. Bonn to tem;orary
r;:bersbip on Committee 'No 4, tecau: e of a vacancy on that
committee, as the committeedesired to take up certain matters.
The Council adjourned
