It was reported that copies of the minutes of the
meeting of June 11, 1928, had been sent to each member. On
motion of 3ertsche and Wood, the minutes of said meeting were
approved.

It was announced ,that the` special order of the day
was the opening of bids for the improvement of Channing Avenue,
Lincoln Avenue snd Gainda Street, under Resolution of Intention
i4o .. 665.. Bids were opened, read and publicly declared from the

Lieut. .Norman A. Goddard of the Palo Alto School.. of
Av ation .addressed the. Council .concerning a proposed aero map.

Stanford University and: the ,oayshore_ lands, covering approximately
23 square; Miles, at an estimated cost of $66.00 per square :rile.

Hearin on Change of Setback
This :w;as the time set for a hearing upon the
recommendation Of,the Planning Commission to change the setback
line on Lot 5, Block 1, Seale Subdivision No 7. No protests
were received and there was no one present who wished to speak on
this matter. Ordinance No. 425, changing setback lines, was
read,. -:and on, motion of Wing and 'good was passed by unanimous vote
on roI1 call.

On motion of Whisier and Xelly, Councilman Cottrell
was granted leave from July 6 to August 6, 1923.
Letter from Palo Alto Development %.;o
A c mmurication was received from the Palo Alto
Develo:prment 'Cotnpany requesting the Council to pass a resolution
recommending to the hsilroad Commission the placing of a watchman
at. the cmossing at Churchill Avenue. On motion of Wing and 3cnn,
,this smatter was referred to the Board of Public Safety.
Letter froth Laura Lee
lie letter was received from Mss Laura Lee concerning
an injury she received from falling over an obstruction on
Waverley Street last October, and requesting that, a bill of ?46.00
for medical services be paid by the city. A memorandum referring
to previous litters and reports or: this ratter was read by t'ri.

California Water Resources Association requesting the endorsement
of. the Council: of a.`oropos.ed constitutional amendment relating tc
the conservation of the water resources of California. This was
referred to Committee No. 1.

A' communication was received from.? . L. ,.Peet concernin
a nuisance in College Terrace caused by an irrigation line said
from outside the city limits north of Stanford Avenue through the
public streets in order to irrigate certain lands south of ?age

Opinion of City Attorney
A report. was received from the City Attorney submitting
an opinion on the question of employing aliens in city work,
quoting the . state laW in the matter, and advising that no
persons. other. than citizens can be employed upon any public work
in the City' of Palo Alto. On motion of Helly and Lausten, this
was referred to the Board of Works.
Election of`Aviember Board of Works
The Council proceeded- to the election of a member
of the Board of Public Works, to fill the vacancy caused by tr_
resignation of Mr. R. R. Beal. The Mayor appointed Wood and
Bonn as tellers. On the first ballot, ,,'r. 0. F. Campbell
received ,9 votes and was declared elected.
• Claims Allowed.
A letter was received from the Chamber of Commerce
requesting ,the payment of certain bills for expenses in
connection with the conventions of the Junior Lions and the
Northern CaliforniaBaptist Association, and for distribution of
Palo. Alto folders. On motion of Jordan and Kelly, these bills
were allowed: from. the• Community Welfare Fund, by unanimous vote
