May 14, 1928.
The. Council of the City of Palo Alto met in regular
session on this date at 8-?. M., with Mayor Hobart presiding.
Roll call as follows:.
resent: Ber :P t;che, Bonn, Cathcart, Christensen, Cottrell,
Hobart, Hoge, Kelly, Lausten, Thoits, Wing, Wood.
Absent sordan,, Whirler, Thomas.
It was reported that the minutes of the. meetings
of April 9 and April 14, 1928, had been sent to esch.member.
On motion of Hoge and Cottrell, the minutes of said meetings were
approved.
Bids on P aving Received
It was announced that the special order of the day
was the opening;: of bids for the paving of University Avenue
between -Middlefield -Road and Hale Street. Bids were received on
this work from Peninsula Paving Company, W. J. Taylor, Stanley
Construction Company, Weetern Paving Company and the Board cf
Public Works of the City of Palo Alto. On motion of hoits and
Wing, these bids were referred to the City Engineer for tabulation
and report.
This was also the time for opening bids op paving
portions of Parkinson :Avenue and Seneca Street. Bids on this
work were received. from.Western Paving Company, Stanley.
Construction Company and the Board of Public Works of the City of
Palo Alto.. On motion' of Thoits and giving, the bids were referred.
to. the City En iri.eer;� for ' •tabulation and report.
Change.. of Setback Lines
It was , announced that this was the time set: for a
continuation of the hearing on . the recommendation of they Planning
Commission to change setback .lines on portions of California
Avenue,, Santa Ynez Avenue and Santa Rita Avenue. There was no one
present Who,wished to be heard on this matter, and the hearing was
dosed.
Ordinance No. 418, changing said setback lines, was
given second reading, and on motion of Cottrell and Kelly, was
passed by unanimous -vote on roll call.
As to Changing Name of Santa Ynez Ave.
The. matter of changing the nave of Santa Yriez Avenue,
in order to avoid confusion with a street of the same name on the
Stanford campus, was referred to the City Planning Commis -sign.

Letters protesting against this proposed ordinance were
received from: S:ophi9 P. Stetson and E. H. Kimball. The ordnance
.gas given first reading end was explained by the Health Officer.
After discussion, the ordinance,together with the letters of
protest, was referred to Committee No. 2.
Reeolatio.n on Loading Zones
A report was received from. the Board of Safety
recommendingthat tie Council approve a resolution providing for
the establishment of loading zones on University Avenue. On
motion of ''Ding .and Cat.hoart, this resolution was referred to
Committe'a.:No • .
Letter from Mr.' Madison
A report was received from the Board of , Safety referring
to the Council without recommendation a letter fromR.. W. Madison`
concerning the fence, near the baseball grounds. On motion of
Wing' and Hoge, .this -latter was referred to Committee No. 2.
As to Ordinance '-on Traffic in. Alley
A report from the Board of Safety recommending the
adoption of .an ordinance making the alley in the:.northeas:terly
half of Block 12 where the new Professional Building is located

parking- allowed< in 'this alley was referred to Committee No. 2.
Board and Batten Dwellings
A. report was! received from the Board of ;Forks recommending
the adoption_ot an ordinance on board and batten dwellings.'

Report on Water Filter Plant
A . report was received from, the Board of Works approving
the report of .the City Engineer and Prof. Reynolds on a Water
Filter ,Plant.'for' the municipal swimming pool, and recommending
that the, necessary funds ` be appropriated for this purpose. This
report' was explained by the City Engineer. On motion of Wing and
Bonn, the 'ratter. was referred to Committee No. 4 for consideration
in next year t s budget.
As to Widenin ; Hamilton Ave.
A- r eport. was submitted by the Board of Works approving
the plan of the;; City Engineer for the widening of Hamilton avenue
in front ' of ; the new Professional Building, the estimated total
cost being 7'2:8..66,; and recommending that this widening, be done on
condition that the `City be furnished with a deed for the lard
to be .taken,,: and also ,recommending that the City pay x;1'75.00
toward the :expense of this widening. On motion of Wing and :Hoge,
this matter was referred to Committees No. 1 and No. 4.
Later, after further discussion, on motion of icing an.
Hoge, this lappropriation,was allowed, the money to be taken from
the contingent, fund, provided the City receives a deed to the se le::
feet of land to be taken for the widening.

As to Easement for Sewer
A report was. received from the Board of y'tiorks
recommending that an easement for storm water seer be acquired
on certain property on. Third Street in Mayfield, being Lots 5 and:.
6, Besubdivision of Lot 9, ;Block 14, 'Sunnyside Addition. On
:notion of T tits and Wing, this matterwas referred back to the
Board of forks with autnority,,to negotiate proceedings to
acquire this easement
Street Opening Recommended
A recommendation was received frori the Board of Works
that Pepper Street 'oe opened from First to Third Streets, that,
Acacia Avenue be opened from First to Third Streets, and that
Hutchinson Avenue beopened ;on the easterly side from Harker to
Charming Avenues,fr making 3utchinson Avenue a 60 -foot street
instead of 5G -foot :street.: On motion of Cathcart and Bertsche,
this matter was referred to the City Planning Comm.tsion.

A report was received' . from the Board of forks

No. 649, was' read, and. on motion of Bertsche and Cottrell was
adopted by unanimous, vote on •'roll call.
Resolution of.; Intention No. 657 for the i'r ro cement
of Channing Avenue, Gainda Street and Lincoln Avenue was read, and
on motion of Kelly and' Lausten, was adopted by unanimous vote ,on
roll call. This resolution fixes June 11, 1928 at 8 P. Y. as the
time for a hearing on this matter.

Report of Mr. Mott
A report was received from the Board of ,Works
transmitting to the Council a report from A. G. Mott, Chief
r-;ngineer of. the• Railroad Commission, on estimates of expenses
for preparing. inventory and appraisal of the Pacific Gas and
Electric Company's properties in Mayfield.
This matter was laid over until May 21st, with the
understanding that the City Engineer make an effort to come to
an agreement with the engineers of the Pacific Gas and Electric
Companyeas to its physical properties in Mayfield.
;Setback Cha'i'ges Recommended
, R.ec.ommendations were received fromethe City
Planning Commission for changes in setback lines on . certain lots
in .Blocks, -1, 2 and 3,. ,:Seale Subdivision No. 7. A hearing on
this :matter was set for Monday, May 21, ,1928, at 7:30 P. M.

Ordinance on Sidewalks
A, report was received from Committee No. 1 approving
the proposed ordinance relating to sidewalks and recommending
same for adoption This ordinance was given second reading and
discussed, and on motion of Wing and Bertsche, was referred back
to Committee No. 1' for further consideration.

Referring to the letter of W. L. Peet concerning
regional plannirig:, Comm'-tte 2 reported that it would have a
meeting with Chamber' of 'ommerce: officials on this matter.

Sale of WaterBonds
A report zas received from Committee No. 4 recommending
that; on June 1st, 1928, the, City Treasurer be authorized to take
over §25000.00 Water .Bonds' of :1926 and carry same as cash,
crediting;. the Water ,Fund of 1926 for this amount On notion of
;fling and Cottrell, this, -recommendation was approved, and
Resolution' No. €59: authorizing tkie Treasurer to purchase Water
