at 8 P. M., pursuant to adjournment of March 12, 1928, with
Major Hobart presiding.. Roll call as` follows:

It was repor ed that copies of the minutes of the
meeting'of March 1.2, 1928, had been sent to each member. On
motion of Wood and Christensen, the minutes of said meeting
were annroved.
Bids for Storm Sewers
it was announced that this was the time for receizing
bids -for the construct -ion of storm sewers on portions of Webster
,6treet and . Kellogg Avenue One bid was submitted on this work
and was opened, read and.; publicly declared, said bid being .from
the Board of Pubile Works of the City of Palo Alto for 1622.90
Resolution No. 640, awarding the contract -for -this"
work to the, Board of Public Works of the City of Palo Alto, was
read, and. on aotion of Wood, and Hoge, was adopted by unanimous
vote 'on roll call.
Hearing on Protest to Newell Road. ; ideniz g

It wes announced that this was also t .e time set for
a hearing. on ,the protest of Edward Jesurun against the report
of the Commissioners in the matter of widening Newell Road...
Mr. Jesurun was represented by Mr. Duniway of
Cushing and Cushing,, who adaressed the Council on this matter ,
asking; that the matter be re -referred to the Commissionera for
re�-assessr±ent The Comml.ssioners, M. H. Fare, F. M. Shaw
and E. L. Beach presented maps and explained their method of'
assessment of benefits anddamages.
Resolution ?�o.., 641, overruling the protest of Edward:
Oesarun, was read, and on motion o.f Wood and Bertsche, wars
passed by unanimous vote on .ro,I1 call.
. Resolution No. 642, adopting; the resort of t e`
Commissioners in the :natter of the widening of Newell Road,. was.
read, and on motion: of Hoge , and good, was :adopted by unanimous:

Hearing on Setback: Change
This was t? e time for a. hearing on the recor. :endati.on
of the City Planning Commission, to change the setback line on
ruinca Street i.n Block 82, 'so that the setback line of 11 Meet
is continued for .:a .d.i.stance of 96 Feet fro r'r,the. intersection of
the southwesterly -4210 of Cuind,a Street with the southeasterly
line of Channing venues No protest was received and there was
no one present -who wished ,to be heard on this matter.
Ordinance -No. 414, changing the setback line as
r ecor mended, , as read, and on motion of Wood and Christensen,
was adopted br unanimous vote an rol? call.
Petition from Al G.Barnes Circus
A petition, was received from Al G. Barnes Circus
requesting a permit to use the Community Grounds for a circus
on Tuesday -,'lay 1., 1928.
On -motion of Cathcart and Whisler, this was referred
to the Board of Works.

A letter was received from the League of Caiifor..ia
1unieipallties concerning the organization of "The Sewage
nisposa? Research Committee of northern California, and�re4uesting
that a ;member be appointed to represent Palo Alto on this
committee, the next meeting of which will be held in the State
Building, San Francisco on March 29, 1928.
On motion of Thoits and Wood, the Mayor was
authorized to appoint a representative to serve on this
committee
Resi#rnation :,of. ..Mrs . Field
-A communication was received from 1J.rs. Johnson Field
tendering her resignation as a member of the Community Center
Commission. On motion of Bertsche and Cottrell, this
resignation was accepted, and the Cleric was directed to send
a letter of'appreciation for her services. The Mayor stated
that he, w3.s1ed to defer the appointment of a member to fill
this vacancy until the next meeting.

A joint report was received from Committees No. 1 and
o 4, recommending that the City stand a proportion of the
cost of paving the intersection of Charming' Avenue with Guinda
Street and the intersection of Addison Avenue with Channing
Avenue and ,recommending that the amount of this payment
.of approx :nately:: 600.00 be referred to the budget committee.

A report was received from Committee No. 2,
recommending . that the ordinance establishing loading zones for
churches be adopted. This ordinance was given second reading,

Concerning Widening Ashby eve
A. report was received` froi the City Planning Commission
recommending that thePlans for -t°he widening of Ashby Avenue
be adopted, these plants prov1dng for the --following:
"That Ashby Avenue' -be widened on` the easterly side 5 feet
by obtaining,the necessary land through proper legal
procedure, and that ` the roadway, betweon curbs -,be made
35 feet in width, as shown on the typical cross section,
that the curb on the west side shall be constructe&
against the present cement sidewalk and that the' outer
edge of the sidewalk on the east side shall be eft.,
6 in.. rom;the` face of the curb. This plan and recom-nen
ati.on: provi d:s for noChange of the property line on
the west side."
Clark, Chairman of the Planning Commissi:on,.
sddreseed the. Council an this matter, stating that this matter
head been even further consideration since the meeting of the
Planning Commission when the above report was made, and that
some merbers of the Commission and a certain property owner,
concerned were of the opinion that ten feet should be taken` from
the east side; of ,the' street Insteadof five feet, and asked that
the matter be referred back -,far ,f`artner consi deration.
On motion, of'Chrtstensen and Whisler, the matter was
referred back to the Planning Co i'ssion and Board of Works`.
Setbac' Changes Recommended
A report 'eras` received from the City Planning. Co ission
recom,^ena.ing that the following changes in setback lines be
approvedF

On motion. of Whirler' and Blood, a hearing was fixed

On motion of ood me Bonn, a resolution was passed_
accepting a deed from Marie Weaver to the south one-half of Lot 8,
Block 8.1, Seale Addition; fora public purpose. It .vas stated ,,i:
by the City Attorney that this 1s the last piece of land to be
sc wired A or- . the proposed public square and therefore condemnation
suits will not be necessary.

A communication was received from the Secretary of the
veterans Welfare Board requesting the cancellation of taxes on
certain: pieces of property recently acquired by the Veterans
Board. This ..mattes was referrer. to :the City Attorney, upon his

The City Attorney Informed .the Council that it would
be necessary: to take -immediate action on the matter of the
verdict in the oondunation suit of City of Palo Alto vs.
Cashel in the acquisition of Block 1, South Palo Alto, as the
thirty days allowed in.which to make a decision will be up on
April 14, .92.8 This matter was referred to Committees No. 1
and Ho. 4, , together with the plans for the proposed subway at
the Euba±cad ro crossing.
