The Council. of the City of Palo Alto met on this date.
at 7:30 P. rx., pursuant to 'adjournment of February 14, 1928, with
Mayor Hobart presiding. Roll call as follows:

It was reported that copies of the minutes of the
meetingof February' 14, . 1928, were sent to each member., On
motion of Jordan and Hoge, the minutes of said meeting were`
approved.
Paving Bids Received
It Ws announced that this was the time for receivi F
and opening bias' for ;the' paving of portions of Emerson and Fulton
Streets under 1.1eso11 ,ion,. c,f intention No. 615. Bids on this
work were c.pened, rear.'°ana -publicly declared from the Western
Paving Company a.nd from the Board of Works of the City of Palo: / //

A report was received from the City Engineer
submitting the ;tabulation of bids, received February 14, 1928,
for the construction of storm sewers in the Mayfield Drainage
District, on 'both' the vitrified and concrete pipe.
Resolution: Na.': 629, upon alternative proposals for
storm wa:ter,.sewers under hesolution of Intention No. 606, was
read, andeon motion of- Thoits and Jordan., was adopted by
unanimous vote on Told cal . Said resolution provides for a

Resolution No. 631, approving the plans and
specifications for theimprovement of University Avenue between.
.Middlefield Road and Hale Street, was read, and on motion . of
Kelly and Bertsche, was passed by unanimous vote on roll call.

and Thoits, was passed by unanimous: vote on roll call. Said
resolution fixes the time for a hearing on this :ratter for March :.

'As to Refuge for Marsh Birds
ConcerninE the petition of the Audubon Society
to establish a refuge for. marsh birds on city property on the bay
shore, the City Attorney reportedthat such a refuge can legally
e established. - A recommendation was received from the Board
of Works that such a refuge be established, and that the City
ngineer select a suitable place ofsuitable area and erect signs:
denoting the purpose. On motion : of Cathcart and v his ie r , the
City Attorney v; as , requested to . prepare a resolution or: this -natter.
To View Bay 6nore Property
On motion ,,of Christensen and Cottrell, the City
Engineer was re4uested' to make arran8ements to tLc e the Council
in a launch to View the city property on the bay shore, at a
time c:onv,ani.ert for all of the members.
Concerning Bus Station.:`'
A report was received from. the Board of ors
informing the Council that immediate action by the Council and
Planning ;o:rissi-on on the-: aropowed plan of the City Engineer for
the construction of a new bus station, is Imperative if the
removal of the bus station is tc'be brought about by July 1, 1928.
This was referred to the City Planning Commission..
Trustee for Abatement District 'Appointed
The Mayor' announcedthat he wished to ro-appoint
Col. Wm. K. Jones'as Trusteeof the Matadero Yos4uito Abatement
District, his term having, :expired. On. motion :,,f T. olts and
Cottrell, this appointment was confirmed.
Planning Commission Member; Anpointed.
The 'Mayor announce.. that he wished to appoint c x
:"embers of the City P1anni;n^ Commission, in accordance with the
recent state planning act.
Mr. R. O..' Bolman was appointed by the Mayor for
one-year' term.. On 'otien of Ber F,s.che and Christensen, this

Mr. D. A. Mendenhall was appointed forthe two-year
terra, and on -motion of Cathcart snd Thoits, this 'appointment
was confirmed'.
