G. E. "Emery..".: The. revised map showing the opening of this: portion of Webster Street through the lands of Mrs . Stromquist and Mrs..: Fixes ;erns examined". A letter from Mrs. Emery addressed to the Board of Works concerning this matter was read, this letter to be considered later when.a hearing is held on the matter. Resolution No. 829, adopting the plans for opening the portion of_ Webster Street`, as approved by the resolution of Board :of Work's, was read, and on motion: of Reynolds and Mrs.. `.i'homas, was adopted by unanimous vote on roll call. Thomas, Councilman Thomas came at 7:45 P.R. and was present during the rest of the meeting.. Reselut:ion. of :Intention No. 830,for opening a portion of Webster .Streett; 'from Oregon Avenue to the lands of Mrs .:.Z. E. Emery, was read; -; and- on. motion of Mosher and Mrs. Thomas, was sassed by unani;uous .vote on roll call. Councilmen Ke'11y.'and. Thoits cane at. 8 p. m. and were resent for the rest. of the meeting. Letter from Exchange A letter -was received from the Exchange Club of Palo Alto concerning the: water situation in this locality and inviting the , counci.l: members. and'allpersons interested in this matter to. ‘a mass meeting to ;:be held in the Community House on December 4, 1929, . for a: gener'al discussion. of the situation and the formation Of,a permanent organization to consider the water problem. Letter from ;Library Board' A communication was received frorr. the Chairman of the Library Board stating that the sun of ?2321.46 had been deposited pith the- Cityy Auditor:, this being accumulated moneys known as the Palo .Alto Library Mddition " Fund, previously on deposit with the Palo Alto +utual Building' "and: Loan. Assaci.ation. The Library 3oard requested that,..thi,s m ney. be appropriated , to the Board, w1829.00 to be used .for paying the, "balance due on the heating system, land $492:.-45,:: for lib?ary- equipment . On motion of Mosher and-Bertsche-, these appropriations were` made as requested from the Genera),. Fund to" the -Library -Board, by unanimous vote on roll l call. Resignation. of Mr Smithp.. and r,:,po- ntments to Commission A letter was received from`.Prof. J. P. Smith tendering his resignation as a member of.the City Planning Commission, On o:t on ,of :Kelly aid tAi ?:is;:er, this resignation was accepted. The. cayor ,no i nated Prof. Guido Marx as member of the Com ission to :fill the,. vacancy caused by the , resignation- of Prof. Sznitrh.' The Council proceeded to' ballot upon this,nomination, and'Johnson and Thomas were appointed tellers.. Prof. Marx received the unanimous vote' of the Council and was declared elected. The Mayor then nominated Dr. James G. Sharp as his deputy on :the Planning Commission, in place of L;r. Norwood Smith, resigned.: On motion of Be.rtsche and. Thomas, this nomination was confirmed. Letter from Ralph Madison A letter from Ralph is . Madison concerning lot coverage was read and placed on file. Reference to Committees of Recommendations A communication was received from the Mayor concerning the suggestions and recommendations made by council members on; the variousneeds of the city government, and the reference of these suggestions to proper boards and committees . Referring to the report dated November 7, 1929, which classifies all the various suggestions made, the items under "Legislative and Administrative" were referred to a charter committee, .the M .yor, su_ esting that this chatter committee be composed -q;, _{Coun,iimen Thoits, Cathcart and Christensen t:^ae.rbers of the forayer charter committee) with two additional members. He nominated, as members Councilmen Reynolds and Mosher, and as an;,,alternate member Councilman Kelly. On motion of Bertsche and •rs .` Thomas, these nominations were confirmed. : The suggestions concerning .'Revenue and Taxation' were .referred : to committees -No. 4 and No. 5. 'Referring to "Water Conservation and Supply", the Mayor ,nowina.ted'. a ;spedal committee to consider this matter, composed; ,of . Councilmen I"eynolds and . Cathcart, and . Prof . Reynolds of the Boa of Narks_.: On.motion of Mosher and Ytihisl.er, these..appO nt1ents *ere confirmed. The suggestions made: under "Parks" were discussed, wit :especial :reference to the possible creation- of a Park oo'rmission,; and; the formation of a committee to study the whole pro.b1emof,.parks. They <addres,sed the Council: concerning the need for a new waster pi ie'to'serv'e their 'proDert7, stating that the present' 2" pipe =did have to' be removed vtihen. the highway is improved, and they 'requested that a ,larger' pipe be laid. The City Engineer stated that he had taken ; tb s, matter up with Mr. Cooley, county super_ visor, and had suggested to him a plan whereby one-third of the expense fore t1'is .work aaou?d be charged against the City, one- third to the'County, andone-third to the consumers.
