The Council of the City of Palo Alto met in regular
session on this date at 8 P. M., with Mayor Christensen presiding,
Roll call as:; follows
Present:- Miss Baugh, Bertsche, Cathcart, Christensen,
Johnson, Kelly, Reynolds, Molts Mrs;. Thomas,
Whisler, Wood.
Absent: Hobart, Lausten , Mosher Thomas
Referring . to the minutes of September 30, 1929, . it was directed
that the :.Fastsentence in the paragraph under "Delegates to
Convention" beginning with the words "The Council passed ea*"
on page 439,'be stricken from the record. It was also directe;,
that on page 441 under "Report of Committee No. 4" • tae words
'money ,to be taken from the contingent funds` i. n the fifth line,
be stricken from the minutes. With these corrections, on
motion of Bertsche and Whisler, the minutes of the meeting of
September 30th were approved.
Hearing on Sidewalks Continued
It was announced that Committee No. 1 is not .yet
ready to make a: report on the matter of sidewalks constructed by
Mr. G,;'- . " Cushing, as it is awaiting information from the City
Engineereat to repairs made by Mr. Cushing. .®n. motion of Thoits
and Bertsche, it was directed that the hearing on'.the assessments
for .these sidewalks be continued until the next regular meeting
on November 12, 1929.
'widening Dana, Center and Hamilton
This was the time set for a hearing upon the report
;of' the' commissioners• in the :natter of opening and widening Dana
and. Center Streets' •and :Hamilton Avenue. A communication was
rece red 'from Ole' City Attorney stating that an error had been
made by t3ae commissioners in their report and` advising that the
matter -:-be; :referred to Committee No. 1 and the ' hearing be continued.
A letter Hof .,prates -t against ' the commissioners' report:.was received
from Minnie Plains.. On motion of Thoits and Mrs. Thomas, this
matter was referred back to the commissioners and to Committee
No. 1. and the hearing was continued to the next regular meeting
in November.
Temporary Committee Member Appointed
:As>"only two members of the auditing committee were
present,: the Mayor appointed Councilman Cathcart a -temporary
member of :this committee for the purpose of signingaignineethemonthly
bills.
Rezonix Portion of Block 55
It was announced that this was the time for a
hearing upon the recommendation of the City Planning Commission
to rezone the southerly quarter of Block 56 from the first to
the second residential zone. The City Clerk reported that the
necessary advertisement had been made and notices sent to
property owners affected. No protests were received and there
was no one present who wished to be heard on the matter.
Ordinance No. 484, rezoning the southerly quarter
of Block 56 from firstto second residential zone was read, and
on motion 46f Bertsche and Thoits, was passed by unanimous vote
on roll call.

?searing on Setback: Line Changes
This was also the time set for a hearing upon the
recommendations of the City Planning Commission for change of
setback lines on Bryant Street, Washington Avenue and Santa Rita
Avern .e . in Block . 51, South, Palo .:Alto; ;, and on the Gibson property,
part of Lot 10, Block 11. Seale Addition No. 7
Written protests against change of setback limes ,in
Block 31, South Palo Alto , ' were. received from John T. Lemo a
?red C. and Lillian herbig, John B. Bertoglio, and other .property
owners- concerned:. Dr Leonard W. Ely was present and addressed
the Council protesting,.aga'izxst.,:::change of setback line on Bryant
Street.
This matter was "dis•cussed, and on motion of Cathcart
and Johnson, was referred back to the City Planning Commission.
That pert of the proposed ordinance changing the setback
line on. Lot 10, Block 1 'So:sle. Addition No. 7, was considered.
No protests were received against the proposed change. After
discussion, on :motion ;of Wood and Cathcart, it was decided to defer
action on this matter, and it: was also referred backto the P1annin,
Commission...
Videnin& Cowper Street
The hearing upon the report of the commissioners on
the widening of Cowper Streetwas cozitinued. until the next regular,
meeting on November 12,.-." 1929.
Extension of' ;Time Granted.
A petition was received from Marshall S. Hanrahan,
contractors ° asking -for. an extension of 90 days' time to complete
his contract for improving portions of Forest Court, Ashby Avenue
and Greenwood. Avenue,~ under Resolution of Intention No. 747.
Reedlution No. 812,E authorizing the Street Superintend-
ent to .:,give inn.: extension of time of 90 days to said contractor, •
was read, and on motion of- - Kelly and Whisler, was adopted by
unanimous vote o.n roll call:

A coMmunication was received from John A. Dale and
other property' owners' on ' Forest Court petitioning the City to: pay .
all "costs of pay.i:ng Forest Courtin excess of 36 feet. This
referrer : to Committee No.. 1, the Street Superintendent and' -the
City: Attorney:
Petition to Widen California Ave.
A petition was received from W. R. Bartley and' other
property ()liners on California Avenue, petitioning that California
Avenue : be widened lv feet on each side and paved, the cost of
widening and: paving to be financed under the 20 -year bond procedure I.
This ;matter was referred to the Board of Works and Committee No. 1.
At,the reqUest of the City Attorney, the matter of
widening Cambriidge : Avenue•was- referrers to Committee No . 1 and the
Board of Norki, ;on. ":motion of" .Ber'tsone' and Wood.

Letter from:, Chamber of Commerce
A letter was received from the President and Manager
of the Chamber of . Commerce enclosing a bill of 035.00 for
inserts for folders, requesting that this bill be paid from the
Municipal Welfare Find. This was referred to Committee No. 4.
Concerning Opening of Bad;shore NI$hwav
A com iu iCation vas received from the Mayor asking
the Council to des.igna,t,e an official representative : to participate
in the celebration. ,In connection with the opening of the Bayshore
highway i.n S.an Francisco on Sunday, October 20, 1929. On motion
of Cathcart ;and Wood, the Mayor was authorized and requested to
appoint one or more members of the Council, who 'are willing to fro,
to attend the opening of this Highway.
to Quiet Title.
Suit
A. communication was received from the .City Attorney
concerning an. action commenced by the Alviso Salt:; Company to
quiet title: to :i.ts .lands' on San Francisco Bay from Alviso to the
San Mateo .County line. On motion of Johnson and Kelly, the City
Attorney was directed to defend the title of all lands of the City
which may be involved in this suit.
Letter from Miss Gray
,46.etter was, received from Adaline Gray in behalf of
Mrs,. Eliza B. Johnson concerning her property in the South Oregon
Avenue' Tract: upon uh.ch: she wishes to make certain improvements,
requesting, information' as to the widening and improving of the
streets in this tract` which' would affect her property. Miss Gray
was .pres:ent:. and _spoke` on the matter. The City' Engineer
explained. that the matter of opening the streets in this tract is
now, being %Considered, by� :the; Board of Public Works,- but owing to
the procedure` required it will be six months or more before action
is taken.
New _.Gavel.
The Mayor. submitted a communication concerning the
gavel preSsented to him, by Mrs. Sumner field for his use until his
term of ;office expires.
Concerning Excess Insurance
A.report"•was.,received from the City Attorney concerning
the. excess insurance . now carried in Lloyd's, recommending _ that
the necessary reinsurance on the city's policy be transferred to
the. International Reinsurance Corporation of Los Angeles. This
report was approved :. 'the members of Committee No. 5.
Resol,tion, No. 813 authorizing the Mayor and City
Clerk to sign :for'said excess insurance on behalf of the City was
read, and on motion _ of Thoits and Mrs. Thomas, was passed by
unanimous vote onroll call.
Repairs to Grandstand:
A report vas received from the Board of Works concern-
ing. necessary. repairs to the grandstand and bleachers in El Camino
'Park, submitting .a letter from the Maryland Casualty Company
calling attention to .certain needed repairs for accident prevention,
the : Board. recommending that the City Council appropriate funds for
this work. On motiono f� Wood and .heynolds, it ,was. directed that
the, ::Board o f : Works :ha.ve the repairs made, 1: that a sum not to
exceed. $154.00' be taken from the contingent fund for this purpose.

On motion of Cathcart and Mrs. Thomas, the Community
Center Commission was requested to advise the Council As to what
disposition is made of receipts from baseball games and ,other
games held in El Camino Park.
Resolution to Close Ailey
Resolution No. 814 to close the 20 -foot alley in
Clara Vista in the block bounded by Melville, Greenwood, Harriet
and Harker Avenues, was. read,. ; and on notion of Kelly and food
was adopted by unanimous irate on roll call.

Resolution No. "81'7: relating to proposals of. the

contracts necessary. "for the::Same-. This matter was discussed
and the resolution was amsended by . direc ting that Mr. Hobart - of the

to the Council; at a: special meeting on Friday, October 18, 1929.
