r_ The Mayor announced that the special order of the

e 1929-1930, and , askedMr . `:fi T.D. Skinner, special auditor, . to
explain the new' accounting system and the form of the proposed
budget., Mr. Skinner explained the system of accounting recently
adopted and the form in .which the new budget is set up. A
communication was read from the Office Manager concerning, the
Preparation of the budget in accordance with the'new classifica-
tion of accounts ` and ' the procedure to be followed hereafter in
budget work,

The Cdunci'i of the City of Palo -Alto met on this
date at 7:30f p. m., pursuant to adjournment of July 24, 1929,
with Mayor Cbris:tensen :presiding. Roll call as follows:

The budget was then taken up in detail, and the

to pay for the city's share of paving this street. Mr. Mayycumber
and Mr, Peet :a poke on this matter, urging that EmbarCadero Road
be paved as soon :as possible, suggesting that the money necessary
for this Paving.might be taken -from the appropriation allowed for
bay shore development. The chairman of the budget committee
explained that this ,matter had been carefully considered by the

Pedro J Lemos, James G. Sharp, E. D. Dimrick and W, S. Tangier,
Smith, concerning appropriations in the proposed budget for
dredging work on. the - bay front, suggesting that an appropriation
be made for paving Embarcadero Road instead of using the money
for; dredging,- and, petitioning that a complete report be :made
upon the whole project of the bay shore development before
including a Considerable-SumConsiderabie-Sum in the budget for dredging expenses.

J. G. Sharp addressed the 'Council, stating that in his opinion
there were massy thi.ngs,. such as the paving of Embarcadero Road
and the'i:mprovement of parka_, which are more necessary at the
present time than ther oay shore development. Mr. E. P. Cashel
also addressed: tree Council at- this time stating his approval of
the, Covnc:il ' s action` in' pour. chasing and developing the bay shore
property and his 'desire that. the work already started should be
completed:

Embarcadero Road as various points have yet to be worked out, -
the subway question is still uncertain and there may Ibe another
election on the subway bond issue soon, the elimination of sharp
corners is under consideration, the matter of the extra width
of pavement, and various other matters involved in connection
with this street have not yet been worked out satisfactorily.
The City- Attorney explained a method by which Embarcadero Road
could be paved : even . though there is no appropriation allowed in
thebudget., 'by charging the greater part of the cost to the
adjacent property owners and some proportion to an a cessment
district , to include the entire city. Estimates on ?s iris this
stree' rere givenby the City Engineer, who stated that, as the
city has adopted no definite policy in regard to paving streets
ofgreater_ width than the usual 36 feet, the property owners
could be charged with the fullwidth of pavement, as has been
done ' in other cases, thus reducing the portion of the cos ` to
be borne by the. City.
This matter was discussed atlength, and a motion
was made by Kelly, seconded by Bertsche,' ,.+ o red.icd the expendi-
tures for the ; Mayfield system purchase by -taking $5ci00 from the
Power Fund and $5000 from the Gas blind, to be applied on the
paving of Embarcadero Road, in accordance withsc:se plan to be
adopted later. Councilman Reynolds moved to amend this :notion
by adding the words "if the Council so desires". After further
discussion, the motion was amended on motion of Kelly and
Reynolds to read that `the sum of $10,000 be transferred from
the Mayfield System purchase Fund ($5000 from theGas Fund and
$5000 from: the Power Fund) to the contingent fund". The
motion as thus amended was adopted by unanimous vote •on roll call.

for dredging operations, and development of the property on the
baYafrentawasadiadUsaeda and the plans for the future development
of this property and the dredging work being done at the present
time. were explained in detail by the chairman of the budget
,committee .
.After all items of the budget had been considered,
a motion was made by Reynolds, seconded by Bertsche, to adopt
Resolut;1on, : o. `787, adopting the puaget for 1929-30 based on a
tax> levy ',W$1.30- per $100.00. ' This resolution was adopted by
unanimous, vote on .roll call.
