'The Council of the City of Palo Alto met on this date
at 8 p. m., pursuant '`to:,'ad journment of April 22, 1929, with Mayor
Hoge presiding. Roll call as follows:
Present Bertsche,,Cathcart, Christensen, Cottrell, Hobart,
Hoge, Johnson„ Kelly, hausten, rl'hoits, Thomas,

Absent Jordan, Wood.
' 'On motion of Wing and Bertsche, the minutes of the
meeting of April 227 1929, were approved.
Chance of Zone
It was announced that this was the time set for a
hearing on the recommendation of the City Planning Commission to
re -zone a portion of Block E from the first to . third residential
district. No Protests were received.
•
Ordinance :No 449, rezoning a portion of Block . E from
first to third residentia.l, was read, and on motion of Thoits and
Wing, ,was adoptod :by unanimous vote on roll call.
Election Ordinance Passed
ordinance . No. 450„ Providing for a municipal election
for the purpose .of electing six councilmen as members: of the
Council of the City of. Palo Alto, was read, . and on motion of,
Bertsche and Kelly, was passed by unanimous vote on roll call.
Counoiiman ` Jordan entered at 8:20 p..m. and was present
during the rest ofthe meeting.
As to Transfer of Bonds
Resolution No. 743, determining that . the expenditure
of money heretofore. raised by sale of bonds for the construction
of a subway at: Palo' Alto Avenue is impracticable and unwise, and
that a special election :;to: obtain the consent of the. people to
use said .=mAney•for other. specified municipal purposes shall ter,

by unanimous vote on roll c all .
Ordinance No. 451, submitting to the electors of the
City a proposition to use the .money raised by the sale of the
Palo Alto Avenue subway bonds for. the construction of the
Embarcadero Road subway and the improvement of Embarcadero Road
and Alma street,- was. read,. and on motion of Thoits and Wing, was
passed by' unanl mous!" vote On roll call.

On motion of Thoits and Wing, it was directed that a
map be prepared showing the precincts and locations of polling
placer foir the election on May 13th, and that. a out be furnished
to bath newspapers, any .ne e,ssary expense to be paid for from the

Concerning 'Retirement Fund
At the suggestion of the- chairman of Committee No. 5
considerationof the propesed retirement fund for city employees
was : deferred until the nest meeting, in order to give the council
membera 'an opportunity` to study the mimeographed copies of the
report on this matter.

A request was received from. Peon T. David, Deputy
City Attorney, for leave of absence from May 12th`, to. May 26th, ing tha
1929, provided . the Black case is finished by May 12th. On motion an allot

Concerning P. G. & E. Power Lines This rez
A :lett;er was received. from Hare, ,Brewer and Clark
protesting againat the rebuilding ofpower lines. by. the Pacific
Gas and Electric Company from Newell Road westerly.. along Hamilton
Avenue. The City Engineer explained that. the Pacific Cas and
Electric Company:has applied for a permit to rebuilt* their power
lines .;along: Newell Road, Hamilton .Avenueko Pope Street, a new line
to be- bui It along 'Pope's Street, to San Francisquito Creek, taking
the place of' the. o:ld.line extending on Hamilton, Avenue to Middle-
field Road and, down- Middlefield Road into San .Mateo County.
This matter was discussed, and on motion of
;%Cathcart and Mrs.._Thomas, the City Attorney was requested to
advise the Council as to what right, if any, the Pacific Gas and
Electric Company has to .maintain their power lines in the City,
and the Board of Works was requested to furnish a report on the
existing power lives it the City.
On.motion of. Jordan and Lausten_ , the Pacific Gas
and Electric Company is prohibited from doing any further
construction work on power transmission lines within the city
limit's,, witb'°'t ie, exception of the Mayfield District, until the
next regular .meetingof the Council, except for safety purposes
under permit of t1 e _Board" o f Works.

Railway Company enclosing a continuation certificate of bond in
the amount ` of '$200;00 for the coverage of bus . operations in the
City of Palo' Alto. This was referred to the. Board of Works.

As to Widexnina State Highway
Councilman;: Hobart` brought up the matter of the widening
of the State "..Elighway,-s-tating that previous plans of the highway
Commission had been changed and that the present plans call for the
widening, to begin at Santa Clara instead of at the San Francisqulto ;
Creek, The City ;'Engineer was directed to take this matter up with
the Highway Cormnission:,to ascertain why the plans have been changed.
