The Coined. o f the .City of Palo Alto met on this date
at 7:30. P. m., pursuant . to the' following call:
"As Mayor of the City of Palo Alto, 1 hereby call a
specialmeeting of the Councllofof the City of Palo Alto, to
convene at the eouncfl chamber:' n,;.:the City Hall of Palo Alto, at
the hour of 7:3O p..= m.., 'r'i'day-, `'Pe'oruary 15, 1929, for the purpose
of considering Constitutional Amendment No. 2, which provides for.
taxation by the state of municipal utilities;: Assembly Bill
No. 718 providing for. state „accounting of city funds; a new bill:
by the City to provide' for the government of our harbor and marsh'
lands; 'and general consideration of state legislation relating
to municipalities."
In the 'absenc,e of the Mayor, Councilman Thoits was
appointed Mayor pro tem, and took the chair. Ro31 call as '

Concerning Amendment
No 2
Constitutional Atenthnent No. 2, which providesfor•
taxation by the state 'of municipal utilities, was read and
explained by the City Attorney.
Resolution No. 725, relating to Constitutional Amendment
No. 2 and opposing its passage by the legislature, was read, and
on motion of Jordan and `Christensen, was adopted by unanimous:vote
on roll call.

Mayor Hoge. and Mrs. Thomas entered and took their seats
at 7:50 p.m

reporting and -supervision thereof, and providing for the creation
of a state bureau composed of a director of finance and two
deputies, and --the appointment of field deputies to examine the
records of city of=fices, etc'., was read and explained by the City
Attorney.

and advising that it'should not be passed, was read, and on

On motion of: Jordan and Hobart, the City Clerk was
instructed to send copies . Of the resolution relating to Constitu-
tional Amendment No. 2 to the Mayors of all cities that own
public utilities, and also to the representatives from this county
8nd to the League' of California Municipalities; also, it was
directed that the resolution relating to Assembly Ball No. 718
accompany said resolution to the Mayors and be sent to the League
of California Municipalities and to the representatives from Santa
C2ara County, accompanied by a letter in relation to both of them
from the City Clerk asking for the cooperation of our
representatives.

on, Harbors
The City Attorney presented a resolution approving
an amendment to the,act,approved June 6, 1915, providing for
harbors and the estab1js ent of harbor lines upon navigable
;waters,. giving :cities the right to use said Act in relation to
lands and harbors owned by such cities,..where the same are
adjacent to the exterior boundaries of such cities.
Resolution No. 727, concerning this matter, was read, and on
motion of Christensen and Lausten, was passedby unanimous vote
on ro l l call.
Representative to Inauguration Appointed
On motion of Hobart and Johnson, Mr. Franklin P. Nutting
was appointed.a.s representative of the Mayor and. Council to
attend the inaugural ceremonies of President Hoover at Washington
on March 4tb, Mr.:Nutting to be given the necessary credentials
by the City:C1erk:
Statement ;:by Mr. O'Neal
Mr..J., J. O'Neal, 480 Lytton Avenue, addressed the
Council, stating that one of the clerks in the Tax Collector's
office had spoken in an insulting manner to him when he was
L paying his bill.,; -that this had happened several times and he
wished to have the matter investigated. On motion of. Jordan and
Hobart, the natter was referred to Committee No. 5 and. the Office

Councilman -B art called attention to the fact that
the proposed park on;:.."the ,bay front has not yet been even a name,
and: suggested that it might be named "Hoover Park He
further suggested that."a direct road leading from the bay shore
park to, San . Juan ;lili1 might be named "Hoover Boulevard". On.

last meeting, had:: appointed Prof .A. B. Clark, Mr. F. P. Nutting
