January 22, 1929.
The Council of the City of Palo Alto met in special
session on this date at 7:30 p. m., pursuant to the following call
of the Mayor:
"As Mayor of the City of Palo Alto, 1 hereby call
a speci;a,. meeting of the Council of the City of
Palo Alto, to con'vene at the Council Chamber in
the City Hall of Palo Alto, at the hour of 7:30
p. m., Tuesday, January 22, 1929, for the purpose
of acting upon a petition of qualified voters of
certain territory to be known as 45outh Oregon
Avenue Tract' for annexation to the City of Palo
Alto; and to transact any other business which may

Mayor Hoge presided and roll call was as follows
Present: Sertsche, Cathcart,... Christ;nsen, Hobart, Hoge,
Jordan, Kelly, Lauste'n,Thoits, '�'�klisler, Wood.
Absent: Cottrell, Johnson, Thomas, V,ing.
The petition from certain qualified voters of the
territory to be known as "South Oregon Avenue Tract" for annexa-
tion to the City of Palo Alto was read. This territory includes
the property bounded by Oregon Avenue, Matadero Creek, Middlefield
Road and the northeasterly limits of the former town of Mayfield.
A report was received from the City Clerk stating
try"t there are 38 signatures to this petition, 28 of which are
found on the list of registered voters of Santa. Clara County;
thst he had been informed that there are 81 qualified voters
residing in this district, and therefore the 28 who signed the.
-'e tition constitute more thanthe necessary 25e; required by law.
:r. Malby, representing the stockholders of the
5ta.rford ;aster , 'ompany,addressed the Council. He explained that
this com any is incorporated as a mutual water company, supplying
aster to its :members residing both inside and outside of this
territory proposed to be annexed. He stated that this co parry
desired the assurance of the Council that they could conti rueto
operate the water plant after annexation without the oprosition of
the City; of Palo Alto.
The City Attorney reported that, in his opinion, the
annexation would not affect the rights of the water company and
that it could continue surply.ing water to its members without
oceos1tion by the City.
Councilman Jordan was excused at this time and was
not ores; nt during the rest of the meeting.
After discussion of other points in connection with
t he annexation of this territory, on motion of 1Jood and 3ertsche,
it was directed that the necessary' steps be taken to grant this
:setition.
Ordinance No,. 442, in the matter of the annexation
of outside territory to be designated "South Oregon Avenue Tract"
to the City of Palo Alto, in accordance with the petition of
electors of said territory, and providing for notice of said
election, was read.
Councilman Thoits called attention to the fact that
in this ordinance>.mhder the "Notice of Election" the $37,000
Hospital Bonds are placed under'NonH.ncome Producing Indebtedness

and that, in his opinion, they should be listed under Tneone-
Producing Properties. After some discussion on this matter on
motion of Hobart and Cathcart, it ^;as directed that this part of
the ordinance be c;^anied so as to list the X3'7, 000 Palo ; .Alto
Hospital. Bonds under Bonds on Income -Producing Properties"
instead of "Bonds on Non -Income Producing Indebtedness"
The notice of election, to be published once a week
for a period of four consecutive weeks in the Mountain View
Register -Leader provides for the voting place to be at the Club
Douse of the South Palo Alto Improvement Club on Middlefield Poad,
and the following election officers were appointed.

Judge: Pearl M. Kent
Inspector: C. Ho i llnFsworth
On motion of flood and Lausten, it was directed that
this election be held on Tuesday, the 26th day of February, 1929,
and , the ordinance was adopted, by unanimous vote on roll call.
