The ' Gounei.i of the City. of Palo Alto met on this date at 7:3J p. m.., pursuant to ad: journtrent of December 28, 1928, with Mayor Hoge presiding, Roll call as follows: Present: 3ertsche, Christensen, Hoge, Johnson, Jordan Tnoits., Thomas Whi.s:ler, food. Absent Cathcart, Cettrell, Hobart, Ee11y, Lausten, Wing. Consideration of Master Plan It was announced that this meeting was for the particular purpose, of the consideration of Sheets 1, 2, 3, 4 -and: 5.of the Master plan, th:pi discussion on.this matter being continued` from the meeting: oaf December 28, 1928, at which time a public hearing was held by : the Council on this natter. Mrs.Stromgaist . addressed the. Council with reference to Sheet Noe, '5,"which affects her property, stating that she was under the impression that t'he hearing was not finished and: that she had not had an 'opportunity rto present her case to the Council. She was informed that. the` hearing on all five sheets had been closed. It was then directed,;upon motion of Johnson and Thoits, that Mrs. Stromquist be given five minutes to discuss this matter., which was done. Councilman Kelly appeared at this time and was present during the rest of the meeting. Councilman Christensen presented a statement with ref eren 'e: to the proposed Newell-Caikf ornia arterial, stating that he could not sustain the -Planning Commission in their recommenda- tion in this :natter, and suggesting certain modifications in the plans. An ordinance was read by the City Attorney referring to Sheets l,. 2, 3, 4 and 5 of the Master Plan, with blank spaces in each paragraph for the insertion of the word {'approved", "disapprovedi, , or any other action which the Council desired to take. Mr. Thoits.moved-that the word "approved" be inserted in ca blank space in the ordinance, in order to complete the ordi=nance preparatory to it:s adoption or rejection. This motion was seconded by Wood and passed by viva voce vote. At this time a letter was read from Katherine Emery,; representing the West Coast .i1itary Academy, protesting against the extension, of Syron Street, ;Webster Street and California :venue through this property,, as shown on Sheet No. 5. It was stated that this protest had no legal standing, having been received' after the hearing `.,was c;losed,, but it was read at this time se that the Council might be informed of the wishes of the Dr opert-v owners concerned.. Some discussion was had':by the Council, Chairman Clark of the Planning Cor his s ion, and the City Attorney concerning the 'aster Plan Act andvariouslegalpoints involved. Councilman Jordan made a motion that Sheet No. 3 be adopted. This _motion. was seconded, by Mrs Thomas. Councilman Christensen ',then moved to amend this motion by changing the plan of the Planti ng; 'Commission as follows: To continue the road from near the westerly line ;of :Sheet: No. 3 easterly :o a point near the Newell Road briidge, and that the road be continued in a 1 13 4 10 suitable curve from Newell Road northeasterly and curving again into Cooley Road on the other side. This amendment was. objected to by Mr. Jordan, and there being: no second, it was withdrawn. A vote was then taken on the motion to adopt Sheet No. 3, and the motion, was lost by the following vote on roll call: Ayes: Thoits, Thomas, Wood. Noes: Bertsche;, Christensen, Hoge, Jordan, Johnson, Ke11y, Whisler. On motion of Thoits and Johnson, Sheet No. 3 was then referred back:to the City Planning Commission. A motion was made by Councilman Wood, seconded by Mrs,. Thomas, to.,.adopt Sheets 1, 2, 4, 5 as presented by the Planning Commission. This matter was discussed and reference was made to the Master PlanAct and to the proposed amendments:to same before the legislature. The opinion was expressed by several members of the Council that the whole matter should be .referred back to the Planning Commission for further study. A 'late was then taken on the motion to adopt Sheets .1,2,4 and 5, and the motion was lost on roll call, as follows: Aye's': None. N©es Bertsche, Christensen, Hoge, Johnson, Jordan, Kelly, Thoits, Thomas, Whis?er. Not Voting: Wood. Onmation of Thoits and Christensen, Sheets 1, 2, 4 and 5 of th.e lMaster Plan were referred back to the Planning Commission for further consideration. On motion of .Jordan and Bertsche, the Council adjourned.
