January 13, 1930.
The Council -of the. City of Palo Alto met in regular
session on this date at 7:30 P M., with Mayor Christensen
presiding. Roll call as follows
Present: Miss Baugh, Bertsche. Cathcart, Christensen,
Mosher,, Reyno•1ds.,-:;Thoits, Thomas, Whisler.
Absent: hobart, j,ohnson Kelly, Leusten, ^rs. Thomas, Wood.
The minutes Of the meetings of Lece:iber 30, 1929, and
January 6, 1930, were -approved.
Change of Setback Line.
This was: the tune. fora. hearing upon the recommenda-
tion of. the Planning Commission: to change the setback line on
Seneca Street in Block- 72;,, frorz•' 24':feet to 1.1 feet for the first
75 feet southeasterly: from Forest Avenue, and to 16 feet for the
next 25 feet. . No protests were received, and there was no one
present who wi hhed- ;toy:: be `heard
Ordinance No... 489,- changing said setback line, was
read, and on motion of Mosher and Bertsche, was passed by
unanimous vote on roll. call:.

City Council of South Sam Francisco asking that Palo Alto approve
the suggestion that the :'name of the new Bayshore highway for its
entire length be "Bayshoe ,'3oulevard", a report was received -from
the Cit r Planning Commission stating that. it's acquieseent bat tias
no fizr conviction on the subject.- Since this highway is
outsidethe city: limits of Palo Alto, it Was the opinion that them
was no need for:action by the Council on the matter. The report
was placed on file., and: the City Clerk was directed to acknowledge
the communi atioh from the City Council of South San Francisco.

The iteim, relating to the circular path was discussed,
and a notion was ;:ade by Wood,,. seconded by Kelly, that the
Council reconsider its action on this matter. This motion was

'On motion of Reynolds .and Kelly, the Council reconsidere
its action with reference -to eliminating flowers from the plaza.
Letters were read from . the Vyoman: s Club of Palo Alto , and from
American legion Auxiliary, Yremont Unit No. o2>, requesting recon—

sideration of the;. action to eliminate flowers from. the Plaza, 4P
and requesting that flowers be planted ,es originally planned.
This matter was discussed, and on motion of Thoits and "r
Whisl.erg" the former action of the Council which approved the
recommendation,'of the Planning Commission that all flower
ornamentation be eliminated, only lawn, shrubbery and trees being
planted, was re -affirmed

The Mayor announced that Mrs. Thomas` had resigned
as a, ~ember of the- Sohoo . Survey Committee and that he had
appointed' Cou,ncil;man; "Kelly as member "of this committee, represent-

Councilman, Cathcart asked the City Attorney` to present
to the Courci1 a legal ap'lrien which had been given to the '5choo1
Survey ComMittee- at its ;last meeting. This written, opinion
was not 'ay.alieble s�. pit : ras in the possession of the secretary of
the COmmittee . The City Attorney made a verbal statement
ent
on :this matter in relation to' school funds, arid stated that the
City has no authority under the present charter. to use any of
the city funds ' for a school 'survey. , It was directed that this
report be read' to -;the _Council: at its next meeting.
