HomeMy WebLinkAbout01061930City Hall, Palo Alto, California. January 6, 1930. The Council of:the:.City of Palo Alto met in -special session on this date at 7:30 P. M., pursuant to the following call "As Mayor of the. City of Palo Alto, 1 hereby call: special meeting .of =the Councilof the City of Palo, Alto, ,to convene `.at, then council chamber in the City Hall of Palo ,Alto, `. at the hour of 7:30 P. M., Monday, Zanuary6a 1930,, for the purpose of ,considering the Water question.:" Mayor Christenaen..presided, and the following council :embers were present: Bertsche, Cathcart, Christensen, Hobart, Johnson, Kelly, Lausten, Mosher, Reynolds, Thoits, Thomas, Mrs. Thomas, ydhisler, Wood. Absent: Miss Baugh.. Report on, 'u"ua+;er uestion. A report was received from ,the special committee on water supply concerning,its investigation and study of the water question, suggesting several .possible solutions of the problem, the logical solution being to secure 'water from the Hctch-Fietchy. system. The question of policy to= be ,pursued with respect to acquisition and distribution of. water was discussed in this report, there being two plans suggested,- one to endeavor to purchase Hetch-Hetchy water directly from San Francisco to be delivered. from .the transmission plain for distribution, by the city through our own; system the other plan being -to secure water through a metropolitan water district to be created. The committee recommendedthat the Council go. on record as favoring the policy of the city, purchasing Heteh-Hetchy water directly from San Francisco for distribution. through our;munlcipal system, and furthe recommended the adoption of -a resolution on this matter which accompanied the report;; On motion of Mosher and Lausten, the report of the cozimittee wax adopted. A motion was made by Cathcart and Bertache to adopt the resolution submitted by" the ' committee on this matter. This resolution:was aiscussed.'at-length by members of the Council. Prof. L. B. Board of Works:, aadresseo the `.Council , gi ving their approval to the' report and to the'resolutions' This . resolution (No. 843) was then adopted by unanimous"vote roll. call . This resolution states that it is the policyof, the Council to acquire water from the Hetcb-Ee'tchy system es ;:Soon ;as such water is brought to the Peninsula by direct ;purchase at reasonable rates from, San Francisco ithout reliance upon any metropolitan or other water district's; mnd.:..reques.t�s the Board of Works to conduct` such negotiations with the proper: authorities of San Francisco as shall assure. the carrying out of. „this plicy, and to prepare such engine erinyg plans as - shall be" necessary for the introduction of water from the Hetcn.Hetehy transmission` line into our munivipal system and its economical distribution. On motion of Thomas . and :' r'iIsler,. this recommendation was adopted by unannnous vote . on`< roll Call.. and Councilman Why sler was excused at this time, 8:05 P.M., was absent during the rest of the:: eeting . AT. ( ncerning 3ranch Laboratory Mr. E. S. Erwin, auditor of Stanford University, was present and addressed the Councilwith ,,reference to a request from doctors and dentists that a branch laboratory be installed in the Medico-fent'al Building. He referred to a similar request made last '`year' and to the appropriation made by the Council at that time, which was not used, a survey showing that there was notsufficient demand at the time for establishing such a branch laboratory: He stated that' theta is some demand nor for such service, and the committee: in charge of the matter would like to equip a room in the Medico -Dental Building for this purpose; that if there is not enough business to continue this branch laboratory in operation, it could be closed and the equipment could be used later in the new hospital. He requested that the sum of f,1500.00 be appropriated for the purpose of buying the necessary equipment. On motion of Wood and Thoits, an appronristion not to exceed 41500.00 was allowed from the Hospital Special Building Fund for the purpose .of establishing a branch laboratory in the co— Dental Building, this to be under the same supervision as the present laboratory in the hospital.. He stated that he and the City Engineer-are'preparing a report on this matter` which will -probably be ready fo'r p esentation at the next meeting of the Council.'
