As to AnnexA.tor of zralbarcadero Annex
The special order of the day was consideration of the
ordinance approving the annexation of outside territory known as
":,^�barcadero,`:Annex", in accordance with the majority late in favor
of said'annexation at the election held in outside territory on
„11j , 1932. A number of interested citizens were present and
opportunity was given for any who desired to speak on this ;natter.
Jaffa, representing certain property owners in the district,
.c'ressed the Coixncilspeaking in favor of the annexation.
Communications were read from the Palo Alto Progressive
eaEue and from the Palo' Alto Residents Club asking that theY;:estion of `the,' annexation of this territory be submitted to the
electors, of Palo Alto
The .:ordinance approving theannexation of this territory

Upon advice of the City Zttorney,; on motion cf `hr'st
sen and :Mosher,. the last paragraph of the proposed ordinance wp
amended to read that the City Clerk is, :directed to publish. a
notice that said: charter amendments are on file in his office

this amendment. being adopted on roll call, all voting Aye except'
Johnson ` and Lausten who voted No.
The date of the proposed election was discussed,
and on motion of chri.stensen and Stephens, it was decided that
this ,election be `` held subsequent to the election. just called oc
the question of annexing Lmbar. cader o Annex. It was directed
that the'election be set for Tuesday, October 25, 1932.
Councilman Kelly proposed an amendment tc the ordir...
in Section ; 3. of Charter Amendment No. 27 so as to provide that
the organization ordinance shall not become effective until ;t
has been wubzaitted to a Vote of the people. This amend:�ert.��;
seconded by Lausten, but eras lost on roll call, Kelly and Lausten
voting i s Thoits. not :voting, and. all others voting No.
Mr. Duncan McLeod, member of the charter committee,
addressed: the Council suggesting an amendment to the ordinance
providing' tli-at; the same precincts shall be used in this election
as in the election on the annexation of Embarcadee.o Annex and
that in the event of a favorable election on . the annexation
question the people in the newly annexed territory shoal:.'. be
allowed to.lr'ote in the charter election. On motion of Mosher
and Christensen,_ an amendment tc this effect was adopted by
unanimous .vote on roll call.

A report was received from the Board. of Works formally
transmitting to the Council the report; of Burns -McDonnell -Smith .
entitled 'inventory and Valuat-ion of the Water, Light, Gas,
Destructor Plants and -Street' Equiycment", with the recommendation
that this report be approved by the Coe }cil. This was referred
to Committee- No. 5.
On motion of Christensen and Bertsche, the Board of
trcrks was reauested to delegate one of its members to work with
Co xttee No. 5 in its consideration: of this report, in order
that the committee' may be able to, make a proper recommendation.
