On motion of Cathcart and Kelly, the :Council proceeded to a discussion of tae proposed Charter Amendment ` No. 27. A further motion was maderby Cathcart, seconded by "Kelly, that Mr. McLeod and Mr. Mason, members of the Charter Committee, be' invited. to address the:'Council at this time on .,.mendmef No. 27. `Thismotion was adopted on roll call by t ze' following vote: Ayes P,ertsehe,:.Cat;hcart, Collins, Johnson, Kelly, iitczel� , Thoi ts,,` Thomas. Noes: Christensen, - Evans, Judson, Mosher, Stephens Councilman Wood came: at ..this time, 8:20 p.m., and was present during the rest' of the meeting. Mr. H. A. Mason . now addressed. the Council and ?resented a written statement he had prepared concerning the proposed changes in the form of' government'. Mr. . Duncan McLeod ten addressed the Council also on the same subject, speaking in favor of :t e proposed charter amendment. Then on motion' of Cathcart- and Eertsthe, Prof. E. A... Cottrell was invited toaddress the:Council: on this matter. 'of. Cottrell discussed- the.,various-,forms of charters now in operation in certain. cities and. other points in connection with the proposed: amendment.s':under,'>consideration. 17-. L. Peet,, a member of the charter committee, :now spoke explaining his reasons fors wishing a change in the present form of government. The matter was then considered by the Council, with Councilman Ca.t±icart leading the discussion in regard to :ziendment No. 27. Councilman Mitchell suggested that Section 5 of rzendmer t No 27 be amended by adding after the word 'ordinances" the arordsrwhich shall before becoming effective be referred to the electorate for confirmation as provided for a referendum vote in :article VIII". This 'motion was not seconded and was later 4it hdrawn.:: After further discussion, £'rof. Cottrell suggested. ';hat Sections I and 2 ' under, Amendment No. 27 be rewritten and consolidated, and that ;Section -3 be removed and, in its place the forms of administration be listed with the question submitted to the voters, n.h`dn.icb, of the following forms of city government sbail the Council adopt in the ,administre.tive ordinance?" A motion was made by Judson, .'seconded by .Thoits, to adopt this r.esolutiin. This matter was discussed, and Councilman Thomas asked t :& action be delayed and that the matter be referred. to CommitteeG'o. 1 for a discussion with the Board of :Yorks to_see some ee umy. could be accomplished.
