Councilman Judson presented a resolution au thorizine
the Mayor- to appoint .a. committee of nine to b.e composed of fi-re
members of the Council and four representative citizens and
taxpayers of Palo Alto to i.nvestiate the possibilities of
amending the ;present city chart fr. 3'udson and Mosher moved to
adopt this resolution. The matter .was discussed, and certain
Objections: were raised to the wording of the resolution.
Mr.` •Judson then withdrew the resolution and presented
the following motion: TrThat the Mayor : be empowered and instructed

members Of. tus• 'bodyand four representative citizens and t':x-
p-ayers ; of Palo .A.lto.: who are in no way affiliated with the cit.:
.gov'erncient', to investigate the desirability of amending the
present city charter and,, to present recommendations to that end,
to: the Council such findings to be reported to said Council at
t'ie, first regular meeting in the month of March, 1932,.and that
the Mayor shall .be considered an ex -officio tember of said
ccrii ttee'. " This motion was seconded by Mosher, and discussed.
.Councilman. Cathcart , seconded by Kelly, moved, that
the above motion beamended by striking out the provision for
four members of the . committee outside the Council. This aierwz
was lost on roll call., all members present voting No , e xcept
Cathcart,"Kelly . and Thoits, who voted Aye.
