Joinson. :Report on .Sewer -Bids .The special order of the day, eras consideration of a repor upon the bids received` by the .Council on November -281 1933, for the oanstructi,on of .a ;sanitary:,'sewer outfall system in ;accordance with Iffiprovexnent Plans Na. 47, and the award of contract for this work. A report, was received from the Board of Public Works tr.anst.iLtting the .report of the City Engineer showing a tabulation "o the bids,: and- with estimates of cast for performing the work if don by -the City, the Board recommending that all bids be rejected and this work be done. by force: -,account, as recommended by the City Engineer. The total amounts of the bids received were as follows: Oakland Sewer Construction'Co. Neves : and Harp Chas L. Harney Kobt.. B. McNair $85,371.56 98,361.85 104,55Z.10 110, 221.8' The estimated cost of the work, if done by the City, in accordance with estimates prepared by the Engineering Department is X74, 464.33 A report.. was also received from Committee No. 1 recommending that the recommendation of the Board of gorks;that the sewer .system be ..constructed by force account.be approved. In response to a question raised by Councilman Christense the City . Attorneyexplained that it 'was . not necessary t.o pass a resolution,, of .necessity for the enlargement and additions to the wo made possible by the grant .of w29,0O0 from the Federal Government; that..a resolution of necessity was passed for the $90,000 bond issu and that the plans and specifications adopted by the Council included theexpenditure of, the money granted by the ,.Federal govern The Mayor read a ;telegram from the iz.ssociated General Contractors, jorthern -California Chapter, calling attention to requirements of the. Federal Publdc Works regulations and recommends the contract for this work be awarded to the lowest responsible bidder. The City Engineer reported that representatives of the Federal government had advised ,by communication that it was satisfactory to them to' have -the Board ` of Works do this work by for account, subject to government inspection. This matter was discussed at length, and opportunity was given- to _members of the audience to speak if they so desired.
