The Council : of the- City of Palo Alto met on this date
at 7.30 p.m., for the ,purpose of reorganization. The meeting :was
called to order by .tne City ; Cle.rk ` wrho asked for nominations 'or
layor pro tem. On: zotion of 'Judson and Thoits Mr. Thomas way.
nominated and. elected Mayor pro ter, and took the chair.'
Roll call was as fo?1ows;-
Present: Bonham, Christensen, Collins, Johnson, Judson,
Kelly, Mitchel, Mosher) Stephens, Tho .ts, Thomas.
Absent Blois, Cathcart, Crandall, 'food..
Assessment Rollssubmitted'
A communication was received from the City Assessor
submitting for equalization the assessment rolls of all property
in the City of Palo . Alto ` for the fiscal year 1934-1935,, together
with block books and maps. The Council directed that a notice
be published, as required by ordinance, that the assessment
rolls are now open to the inspection of the public and that the.
:;ouncil will meet as a Board of:.cqualization on Monday, August. 3,
1934, at 10 A.M.
Ordinance Consolidating .Off:ices
The proposed ordinance consolidating the offices of
auditor and Wax Col.lector wasa presented. On motion of Christen-
sen and Mitchell, this ordinance was; laid on the table -for the
time being.
appointment of Tax ; Collector Deferred
Councilman Christensen, Cnair.man of Committee No. 5,
reported that his committee is considering certain needed changes:
in the lax Uollector"'s office and suggested that the present Tax
collector be retained from month to month until Committee No. 5
makes a report. After discussion, the i:ounci.l directed that the
appointment of a Tax . Collector be deferred.
Term of Cffjcial:s
A proposed ordinance relating to the appointment of
officials and providing for their appointment for ;.t term of two
years beginning with the .biennium of 19:4-36 was presented, and
: motion was made by Christennen,: seconded by Mitchell, that this
be adopted as an emergency. ordinance.
This matter was discussed, and objection was made by
eoancilman Collins to the adoption of this ordinance as an
emergency ordinance.
It was stated that the appointment of officials for
one-year terms at the beginning of each fiscal year has been the
custom followed by the u:oancil,out is not required by ordinance.
emotion was made by :Thol'ts,`; seconded by Judson, that no election
of appointive officials be had. The City ,Attorney then called
attention to the fact thatt;he ,appointments made for the fiscal
year 1933-34 were for oreyear only, and :suggested that the
proper procedure was -to elect officials at this meeting for an
indefinite period of time, if such was the desire of the Council,
Councilman Thoits now withdrew his former motion, and
movedthat all officials :appointed by : the Council ;-.t this meeting

On motion of Mitchell and Bonham, e'17,080.47 was
appropriated to clear taxes; the sum of v;34l.57 to cover shortage
in the Street Departmen.t'account and the sum of w575.98 to cover
shortage in the Park Department account were appropriated from
the unexpended balance, , and the sum of .11, 085.00 was transferred
from the Capital .r'i.ccount' of .the Utilities to the Stores Account,
by unanimous votenon on roll. call.

The Auditor presented closing entries for the year
1933-34, approved by 'ommittee No. 5,as follows:

Election of ...M oor
The Council proceeded to the election of a Mayor for
the fiscal year 1934-35. Councilmen Collins and Johnson were
appointed tellers.
On the fast ballot, ±. C. Thomas receivedten votes and
C. R. Judson 1 vote.. , On motion of Judson and Molts, the
election of fir. Thomas was made unanimous, and he was declared..
elected Mayor for the ensuing year.
Apointmedt of Officials
The Councii then proceeded to ballot for the appoint-
ment of officials, for an indefinite term.
The ballot for Auditor resulted in 11 votes for .r.
A ballot for City .Attorney resulted in 11 votes'

The ball ot'f or . .1ty Treasurer resulted in 11 votes
for Mr-. L. CO Cobb? who was declared elected.
Judge John Eo Springer received ,1 votes for the office:
of Police Judge and was rdeclared elected.
J. L. Beach 'received 11 votes for Clerk and . Assessor
and was declared elected.

The. Mayor stated that at the next meeting he would
announce nominations to -fill vacancies on certain boards and
commissions, and would announce :tae, .membership on the new st=anding
committees, requesting the present committees to carry over until
the new committees are appointed.
