Mayor Thomas prresiding Roll tall as, follows:

The minutes of the meeting of June 11, 1934, were

and the Auditor. werei authorized to make. the necessary transfers
of funds to close accounts for the fiscal year ending'June 30,
1934, this by unanimous vote o roll call.
Ordinance on Official Records
A.. report was;: received;: from Ooammittee ho. 5 recommending.
for adoption an o.rdinancc relating to, the keeping of records of
the Public Library and Community Center Commission.
Ordinance ago. 633', -providing that the records of the
proceedings and minutes of all meetings of the Community Center
commission shall be . kept, in proper,_ books by the City Clerk in' his
office, was read, and on motion- of Th.oits and Judson, was adopted
as an emergency .ordinance, bY:unanimous vote on roll call.
It was pointed out. that the Charter provides that
minutes of the Library Board„ shall' be kept in the custody of the
City Clerk.

This proposed ordinance athending Ce:c;tion- 35a of Codified Ordinance
3, providing for the appointment officials fora term of
two years beginning with the. bienn-luzm , of 1954-36, was read and
discussed. CouncilMenJudsan',and4hristensen moved the
adoption of this or4in.n:ce, _as an emerer,cy :ordinance, but on
further discussion, the motion-- was:.wi d�ra�n, and itwas
directed : that, eordinance: be again presented for consideration
at the meeting . on oxiday, July 2, 1934.
''Ordinance -Consolidating Offices
A report. was ' received- from Comtittee; No. 5 recommending
'the_;passage of an ordinance." consolidating theOffice of Auditor
and Tax Collector: T'hi s ordinance was. read .and a motion was
made by .Christensen,. seconded .by Judson, that the ordinance be
adopted, as an emergency ordinance. After disfcussion, this motion
was withdriwn' anti it: was directed that the ordinance be _placed
on the docket for consideration at the next meeting on July 2nd.
Referring to a request from the Salvation Army for
permit :to solicit for funds to be used outside of the city,
the. Council ::was.. informed by Committee No. 3 that the committee
does not look with favor on the matter of collection of salvage
in PaloAlto by any outside organization, but that the matter of
solicitation of, funds - is covered by :sections' 462 and 463 of
Codified Ordinance No. 3, which provide that the Chief of Police
and. Board of Public Safety have the power to, grant or deny such
Permit.
A' retire entative of the Salvation Army addressed the
Council explaining'the purposes for which the funds are solicited
and: asking fox - favorable consideration of their request.
Upon being questioned ` by the Mayor, :ar. C. W. Miarwedel, vice-
chairman of ` the ::ziyor t s 4ommlttee on cnemployment . Relief, stated
that, because of the relief problems in Palo Alto, it was his
opinionthat outside organizations should not be permittedto
solicit at this'time.
The alvation Army representatives were requestedto
present their' request to the Board of safety, as provided by the
ordinance, which they agreed to do.

A;;; communication was received from the Chamber of
Commerce asking that the matter of an entrance marker at
University Avenue and El Camino i=:ea.i be again referred to the
Planning Commission for the purpose of reconsidering plans for
a floral design which would be less expensive thanthe estimated
cost of the proposedplan.
in this connection, a report was read from the
Planning Commission concerning; the estimated cost of planting
the triangle as contained in a report of the Board of Works,
the Commission:'concurring with the recommendation of the Board of
Yorks that .;an appropriation be not made for this purpose if the
estimat=e for planting and lighting the design is correct.
Ph motion of Collins and Kelly, the report of the
Planning -Commission' was held in abeyance and the:letter of the
Chamber of Commeerce was referred to the Planning Commission for
study and ;repo'rt.

asking: that: the.. Community Publicity Fund be again included in the
1934 35, et' :Councilman Judson, chairman of . the budget
committee, ,reported that 41000.00 has been placed in the proposed
budget for ;: thi ,_.purpose. The communication was placed on file.

Jr egon venue, the estimated .cost ,for ;lighted markers being 4250,00
each and upkeep cost of about.45..00 Per month each. The. Chamber
of Commerce reported - tha.t" the Merchants Association till appxopriat
w150.00 towards the cost, and recommended that the balance of
approximately 4500.00 it ,the Publicity Fund for this fiscal year
be applied on the cost -.of the markers.
The matter of a_; design for the entrance markers was
referred to the Planning Commissico and the Board of Works was
requested to check up on the estimates of cost; and further, the
1ity attorney was .asked to report.",on the matter of spending city
funds for the purpose of installing these entrance markers outside
the city limits,

at the recommendation of : the ,Disaster . Relief Committee for the
purchase of stretchers be referred to Committee No. 4. This
was so referred.
Unemployment Relief
A report was - received from Committee No. 3 stating that
it has taken no action an the request of the .Mayor's Committee
on Unemployment Relief for an appropriation of 4500.00 for initial
operations ofthe incoming LJnedployment Committee, suggesting that
this be taken up in thenext fiscal year„ This matter was
referred to Committees No. 3 and No. 4 for consideration during
the next fiscal year.

aayor's Committee on. Unemployment' Relief has reported that at has,
decided to take steps to close the Community Kitchen on. Saturday,
June 30,. 1934. This report.` was placed on file.

pay for the purchase of a ledger desk for new ledger cards and ,an
8 -drawer cabinet for new utility :bill forms, the . total bill being
oi34.79. On motion of Christensen and Bonham, this report was
approved and the transfers authorized by unanimous vote on roll
call.

recommending that a ,light delivery truck be purchased for the,
r:a per Division, the cost: not to exceed; ,450. 00„ this sum to be
taken from the Equipment Account. This was referred to
committees luo. 1 and No. 4.

A recommendation from the Board of Works that the
alter Capital, Account in the ,i933--34 budget be carried over for the1
purpose of completing ` the 8 -inch water main on El Camino Real f `�
as referred to Committee ` No. a-4.

1934-35 budget for the Stanford Avenue storm sewer extension was

Change of Setback Lines
Ordinance No, 035, changing the -'setback line on the
northwesterly side of Churchill Avenue for a distance of 250 feet
northeasterly' fron r'averley Street from 65 feet to 24 feet, was
:given second. read.ing, and on motion of Collins and Christensen,
was passed` by unanimous vote on roll call.

On motion of Thoits and Judson, resolutions accepting
these tax deeds were adopted by unanimous vote on roll call.
The Tax Collector directed attention to the fact that
the first three pieces of property are improved and suggested
that the Council make provision for the collection- of rents an;:
the maintenance of the houses. The City' .rttorney explained
that this was a.:atter of law andwould be taken up later when
the tax deeds are recorded.

A representative of the United Workers addressed the
Council, :;concerning the closing of the Community Kitchen on Jane
30th, and, >asking what provision is to be made fortaking care of
/, needy families and, of collecting the rood donated ,at present by
Palo Alto :merchants. He was advisedby the Mayor to take this
matter up :with the Mayor's committee on Lnemployment Relief.
