The Council of the City of Palo Alto met on this date
at 7:30. p.m., pursuant to adjournment of February 12, 1934, with

A letter was, received from the Hospital
Committee containing a report of the results of the.

The City.Attorney presented a quitclaim deed to''
Louis Clot covering property made by the closing, of Cambridge
Avenue in College Terrace., On motion of Mitchell .and Thoits,
the Mayor and City Clerk were authorized to execute :this deed
on -behalf behalf of the • Gi ty, by unanimous vote or roll call.
Communication, froii Councilman Christensen.
A communication was received from. Councilman
Christensen conticining a "proposal for a review of the problem
of public :financ for the City of Palo Alto". On motion of
Thoits and' Cathcart, this was referred to Committee No 4 and the
Board of Public :Works.
Letter from Capt. Glover
A letter was received from Capt. J. W. Glover,
Superintendent of Shelters for Northern California, in regard
to the question of establishing a boys' Shelter in the Federal
Telegraph Building, stating: that there was so much opposition to
the placing -of, this shelter;' in Palo Alto that it was deemed
advisable to establish it in some other locality. This was
placed on file,.
A letter was received fro 'N..ii . Hyde, insurance agent,
asking permission to have the use of the city's insurance policies
and surety bonds; for the purpose of delivering them to the of face
of fund and Company in San francisco who are to furnish a survey
of the City's insurance : in accordance with agreement made with
the Palo Alto association of insurance Agents. On motion of
Collins and Christensen,, the City Clerk was authorized to deliver
the insurance policies and surety bonds to an authorized
,representative of the Palo alto ,association of Insurance l:gents
for a limited length of time.

the cost of power for the dredger'.: estimated to be 4350.00, and
the cost of timber for the roof trusses of the bath houses
estimated to cost 490.0.
The City Engineer outlined the projects now being
considered for C. ►'. A. work which include: (1) Construction of
eommemity Center Building, (2) Additions and Alterations to
,;omWunity Theatre, (3) Utility Department Work, (4) Parks and
Playgrounds, and (5) Bayshore Development Project. It was
pointed out that none of these projects require appropriations
from the City, except the last,as referred to in the communication
from the .;ity :engineer. these matters were discussed at length,
and reference was also made °to the: application for C.W.A. funds
being made by the Board of :Education for rehabilitation of the
sc.Lools .
Councilman . Molts made a motion to appropriate 4;1340.00
from the Contingent Funa,:"to cover the items of teeming, power
and timber, in accordance with the communication above referred to,
with the understanding that the Board of Education is making an
application for its project and: that it 'is the intent of the
council to aid and cooperate with. the 6choo1 Board in every way.
The City Engineer suggested that the projects could be approved,
less the items requiring , appropriat:ion;s . by the City; and that
these funds could be appropriated later if it was desired to
continue with the work. There was no second to the motion, and
it was withdrawn.
Then, on motion of Thoits .and Collins, the five projects
listed above were approved, less the items for tearing, power,and
timber for roof trusses in connection with the Bayshore

On motion of Christensen, the election of a councilmen
was: deferreduntil the next meeting.
Councilman Christensen left at this tire, 9 p.m., and
was absent during the rest of the meeting.
Offer: from. Peter Faber
A communication was received from Peter Faber offering
to sell 'to tae: city a tract of land comprising approximately 25
acres, which:-waseused. by the contractors on the Bayshote Highway
for borrow .pit purposes, for :100.00 per acre., this land being
adj.,acent to the'municipal airport site. This was referred to
the,:.City Planning Commission, Board of Works and Committee No. 4.
Leiter from' Col. Jones
4 letter from Wm. K. Jones, member -of the Planning
Commission, stating' he- will be away from the city and state for
the next two months, was received and placed on file.
Letter from, Moseuito Abatement .ais tract
letter- was received from the Mata;dero Mosquito
Abatement Listriet concerning the mosquito breeding nuisance
caused bythe discharge of sewage into the area near the raunicipa_
airport, and requesting the Council to appropriate ra sum not to
exceed 000.00 for the purpose of abating mosquito -breeding from
this source. The Mayor announced that he had already referred
this matter to the Board of Works and Committee No. 1. The
chairman of Committee No. I reported that the committee had
considered < this patter: but asked that the committee's - report be
deferred until a report and recommendation has been received from
the Board of Works.. it was so ordered, and action on this
matter was deferred pending receipt of report from the Board of
Works.
In reC. W.A. Funds
The aayor read a copy of telegram which he had sent to
President Roosevelt,Congressman AcLrath, Senator McAdoo,
Senator Johnson, andHarry Hopkins, Administrator of the Civil
Yorks` .Administration, asking the continuance of C.W.A. funds .for
unemployment relief, in accordance with instructions given by the
Council at a previous < meeting. He also read replies to this
telegram from Congressman McGrath, from Jasper J. Mayer, Chief o=
Correspondence Division of the C.W'.?i., and from Bruce McOlare,
Secretary 'of the C.W.A.
The Mayor also read copies of letters which he had
written, by direction -of the Council, to Mr. Prentiss, r.i;ector
of the Civil Works Administration in San Jose, and to Mr.
Chairman of the • anta' Clara County -mergency rCelief Commission,
requesting that the minimum rate. of pay for C.W.A. employes be
// increased from 45 cents per hour, to 60 cents' per hour in vant

Councilman Cathcart called. at tent1on to. the fact that
some years ago a plan had been prepared . for Rincon;ada Park,
Known as the Black Plan`, ; and Oked.to :what extent this plan
had been followed in the developmen=t of the park. The City
angineer reported that the bu::.1d1.ng: ;of ,une Community Theatre
had altered the plan for that part ,o:f 'th:e ;>par•k, and also that'
tie construction of the chi:ldren's pl :yg round had changed the
i; .ack Plan to sore extent; tnat`.;the.:Black..:Plan had been carried
out only in so far as the tennis, courtsOanad paths are concerned,
and that there would have to b;e a r::eviSion of the aplan around
the theatre and along the Middlefield 'Road frontage of the park.
In this connection, `a .letter was read from the Walter
Hoff Landscape Organization` concerning the landscaping of
ainconada Park, and offering to place at the disposal of the City
the services of their landscape department now and whenever
needed, and to furnish a complete plan for iunconada Park and

On motion of Mosher and Johnson, the Mayor was
requested to reply to the letter of the Garden Club and to
express appreciation for its public spirt in this regard.

is the amount needed for this projeot in addition to the sum : of
50,000 appropriated fzoin State and Federal funds and the sum

this improvement. The Mayor also reported upon the meeting of
the Board of county Supervisors held -on; this date in San Jose
which was attended by the Mayor„, Councilmen Judson, Thoits and
,ollins, and the City Attorney, and ::stated that it was his

Ordinance on ?eddlin}; Food Products
A report was received from Committee No. 2 recommending
mnend= she adoption of a proposed ordinance amending Section 469 -of
Codified ordinance No. 8, relating to the peddling of food
that products, and a proposed' ordinance amending Section o49 relatin&
to the protection of food products.., It was explained by the
biz ' City Attorney that these ordinances were prepared to permitthe
sale of bakery products from vehicles providing same are
securely wrapped. These ordinances were given first reading.

s letter was read from the Mayor's Committee on
�remployment Relief requesting an ;appropriation, of 3500 for
the relief work for men from: February 12th to March 12th, and
280.00 for the relief of women for the same period. A
report was received from Committee No. 4 recommending that
¥300.00 be appropriated for the men and p280.0O for woven.
Committee No. 3 concurred in this recommendation.
The . Chairman ; of,Committee No. 4 announced that the
remainder of the appropriation asked for would be considered
at a meeting to be held , on February 19th, at which ;(:ommi:ttees
No. 3 and No. 4, the Mayor's ' oinmittee and the Board of Safety
are to make a general survey of the whole unemployment situation
and endeavor to forecast the needs for relief for the next six
months.
On motion of Mitchell and Collin: the recommendation
of Committee No. 4 was approved by unanimous .vote on roll call,
one appropriation to:be taken from the contingent Fund.

Councilman Collins brought up the matter of the improve-
ment;; _o f„ the triangle at the intersection of university :venueand

from the PlanningCommission which had been referred to Committee
No. 1, and to a report from the Board of Works which had been
transmitted to the'Planning L'o; mission, expressing the opinion
