The Council of the City of Palo Alto met in regular
session on this date at 7=;0 p.m.. In the absence of the ziayor,
the meeting was called to order by the City Clerk who asked for
nominations for Aayor pro tem. On motion of: Thoits and Co_lins,
Councilman Cathcart was nominated and elected Mayor pro tem and

Mr. Franz B. Durkee, representing the Legal Department
the Division of highways, addressed the Council relative to
the: proposed Embarcaaero Road Subway, and advised that it was
necessary to' take action on this matter immediately. he stated
that two agre'ernents must be executed by the.. City, of Palo l lto
before, the contract for the work can be awarded, one being a
general agreement involving the plans and location of the subway,
and the other a maintenance agreement.
A report was received from Committee No. 1 recommends
that the City enter into the agreement as submitted by the State
Department of Public Works, .tiitn the modification that the
agreement apply to the final plans accepted by the City of Palo
Alto.
In regard to a possible change in the plans, as
desired by the -"City of Palo .hlto in order to align the center
line of . the subway with the center line of Embarcadero Road
instead of 40 feet off center as provided in the plans prepared
by the Highway commission, 4r. Durkee stated that he had been
informed today by the Bridge Engineer of the Division of
Highways that if this project does not proceed as already planned
it will be left out of the program, as November 19th or 20th is
the final date to advertise for bids and the contract must be
'awarded by: December 15th; that there appeared to be no
possibility of securing a modification of the plan, and the
construction of the subway coula not be assured unless the
general agreement as submitted by the State Department of uc! is

This matter was discussea at length, and on motion of
Thoits and Goddara, the report of Uommittee No. 1 was approved
by unanimous vote on roll call.

Re aort of Recreation Survey Committee
A preliminary report was received from, the Survey
Committee on the Community Center and Recreation activities,
with recommendations concerning the establishment of a Recreation
Commission. This report was; read to the Council by bir. N. P.
Neilson, Cha? rma:n. of the Survey Committee, who made comments
on certain items in this preliminary report, which was prepared
at tre request of the 4ayor, the final report to be submitted
later after the committee has completed its survey. This
preliminary report was referred to Committee t\io . 3.

A communication was .received: from the Library Board
calling attention to the fact that the maintenance of the grounds
surr ounaing the library building was transferred in 1525 from
file iark- Department to the . Library Board. The Board now asks.
the council to give consideration to the matter of again
transferring the ;maintenance of these grounds to the Park
Department and to determine whether or not the public interest:
would be thereby promoted. This was referred to Committees
No. 1 and ao. 3.

A communication from the Salo Alto Chapter of the
rnerican Pea Cross expressing appreciation to the Council and
Library zoara :in allowing the Red Cross to use; the basement of
the Library for its office for trie ;fast several years, and in
now alloying the Red Crossto transfer .its office to better,
quarters in the Veterans Building, was read and placed on •file..

A report was received from the Board of biorks advising
that the estimate`, 0f cost for the widening of Mataaero Creek,
Bridge is $760.00„ —and recommending that this ;.mount be put in
the 1;,66-37 budget, the board transmitting Bulietin ao . 27 on
third subject. This was referred to Committees ado. 1 and »o.. 4,-
Air oor t =:. r.o j ect
A report, was received from the Board. of v orks informing
Council that the Airport Project has been approved by W.P.A.
authorities. This provides for paving the areabetween, the two
hangars at the airport and runways, having a total area of
approximately 480,000 square feet. The Board recommended that
an appropriation of 42,000.00, tine- City° s share for this
improvement, be made in order to secure-W.P.A. ` as in this work.
This was referred to Committees loo. 1 and i o. 4.
Request for '-transfer in Police Funds
A report wa:. received from the Board -of Safety
recommending the transfer of 4116.00 from tae Police `` Emergency
Fund.: to. the - Capital : Fund, eo take care of 4% City handling
charges on the purchase ox police automobiles.. Action on this
matter was deferred pending a report from Committee No. 4 to
which it had ,alreadybeen referred by the Atiayor.
Ordinance re Auto Wrecking and Junk Yards,
r:eport 'was received from the Planning Commission
recommending that there be added to Section 1006 of the .4oning
Ordinance, referring to light industrial district, Zone ?TB",
Subsection 12, the following ,ping clause; "Auto 'direcking Yards and
Junk Yards when permits have been granted by the Board of rubric
Works'' This was referred to Committee No. 1.

Resolution No. 1089, approving the map. and accepting
the dedication of said streets, was read, and on motion of
Thoits and Collins, was adopted by unanimous vote on roll call.

Referring to a petition previously received from
property owners- requesting that the City improve Wellesley ,,tree;
from the park: to California Avenue with an oil macadam surface,
Committee Igo. 1' informed the Counci.i that this work is now in
progress, being carried out under the Street Maintenance
appropriation by the Board of eublic Works.
Plan fox_ .Sick= Leave
A .report; was ..x„eceived from Committee No. 1 stating
that after considering the plan for sick leave as recommended by
the Board of ,S:afety, and Board of Works, the committee rinds it
is not feasible .to; adopt a uniform plan for sick leave and
recommended that this matter be left to the discretion of the
several boards. On motion of Bonham and Richards, this rep3rt
was : approved.

that this ordinance adds bowling to the games its ted in Section
N5L and therefore puts bowling alleys under the same regulations
With regard to closing hours. Reference to the codified
ordinances showed that billiard and pool hails are allowed: to
remain open until.,12 o'clock at night, while bowling alleys
under this proposed ` ordinance s oaLd be required to close at 11
o'clock p.m. Attention was called to the fact that petitions
were received : some time ago from residents in the Barker zotel.
complaining of the noise 'made at a nearby bo sling alley and
asking that bowling cease at 11 -p.m. As there seemed to be
a misunderstanding an the part of some council members as to
the intent of the. proposed ordinance, it was re,rred back to
Committee ,u°. 2 for further consideration.

A report was received from Committee io. 2 recommending
the approval of a resolution establishing a loading zone on
the soutihwesterly side of Ramona Street, beginning at a point
feet northwesterly from Hamilton Avenue, for a distance of
6 feet northwesterly.

stating that he had' examined thewritten protests submitted to
te Council at the hearing onNovember 4, 1935, ' protesting
against the annexation of Esnbarcadero Annex to the City, and
that ne had found that there were 21 protests which represented
less than a majority of the parcels of property in this
territory, there being 97 different parcels of property in the
district.
On motion' of Collins and Richards, the ordinance
calling the special election to be yield one January 7, 1936, in
Embar,cadero Annex., was adopted by unanimous vote on roll call.
