Petition for Diagonal Parking on Circle
petition,was received from nineteen merchants in
the vicinity of University Avenue and the Circle asking that
diagonal . parking be permitted on the Circle. This was referred
to the Board of aafety and Committee i o. 2.

A letter. from E. C. Thoits, expressing appreciation for

A coAmunication was received from the Independent
Merchants League enclosing a draft ol a proposed ordinance
relating ;;o solicitors and peddlers. On motion of 5als.uan and
Richards, this was referred to Committee No. 2.
Councilman Thomas came at 7:35 p.m. and vas present
during the rest of the meeting.
Refund of .Dom License
A letter was received from Mrs. Joseph Hootstein, `15;
Cowper ,atreet, asking for a refund of $:2.00 paid for a dog
license (Dog License lyo. 453), there having been two licenses
procured for the same dog. On motion of Mosher and Bonham,
this request was granted and the refund authorized, by unani, ous
vote on roll call.

budgetary forecast of. the Palo, Alto hospital for the fiscal. year
1935-36. This was referred to Committee No. 4.
A letter was also received from Mr. Erwin submittin;
the annual report of the Hospital,for the fiscal year ending
June 30, 1935. This was referred to Committee No, 5.
Award of Industrial Accident. Commission
City Attorney reported verbally upon an action
drought some time ago by john Freltas, city employe, on account
of injuries received while working for the City, and stated that
the Industrial Accident Commission had awarded Mr. l're.itas
damages of approximately ;61470.00 ;and k15.00 per week for an
inaefini to period, and that the City was obliged to pay these
damages and the weekly allowance until further action is taken
oy tne Commission. On motion of Thomas and Thefts
the Board of Compensation Referees was authorized to carry out
the order of the Industrial Accident Commission and pay this
aa.ra out of the Compensation Fund, by unanimous vote on roll
call.
Tax Ref and
A report .was received from the City attorney on the
petition previously presented . to the Council from Sadie y. Jackson
and Anita L. byxbee for a refund of taxes on t .eir property
in Liock 4, Palo Alto, for. the years 1:52-33 and i963-34under
tae provisions of: Section 3804 of the Political Code, the. ..amount.
of refund requested being $22.50 for each year, a total of vr45.0Q;
tne City Attorney recommending that the amount be rei'unded in
accorjance with recent court decisions on this subject. On
motion of Thoits and Salsman,: this claim was allowed and the
refund authorized, by unanimous vote on roll call.

The Planning .Commission also informed the Council that
it iias gone on record: as 'favoring. .the future zoning of this
district as Zone G, with the exception of the S y;;nore highway
frontage to a. depth of 125 feet, :this frontage to be zoned as
Zone D and not tobe included in the fire limits. Tne Cormsission.

obtain city water, and he suggested that it might be possible.:

It was pointed out that the ' Board of wrks has gone on, record
as being willing to furnish water'. if maims were installed in the
district, but that the property owners are unable to finance
this construction. It was reported that ,Comaittee No. 1 has
requested the Board of .Works to prepare data relative to the
cost to the City for installation of water mains, utlsiti:es, etc.

Ordinance on • Rosters
A report was, received from Committee aso. 2 recommending

i_'aina ce so. 3 relating to fowls, etc., this ordinance pr'ohibit-
rst the keeping of roosters in the city.
This ordinance was given second reading and discussed.
£t was noted that the ordinance as worded would pro.iabit the
seeping of roosters in the agricultural district as well as the
residential aistrict,a.nd it was thought advisable to reconsider

A report was received from Committee A- o. 2 recommending

given second readi It was pointed out that this ordinance
had been prepared at the request of the Police :Judge in order to
clarify certain provisions of the city ordinances, and that
it had beenapproved by the moard of Safety.

A report was received from Committee No. 3 concurring
in the report of the previous Committee No.. 3 that, since the
problem of unemployment has been largely taken over by the S.E.R.A.
the .Mayor's Committee on Unemployment relief is being put to
unnecessary effort and loss of time, and recommending that the
Mayor's Committee be discontinued and that the City, Council
extend to the members a sincere vote of appreciation for their
past services Committee No. n also recommended that the
remaining activities of the Mayor's Committee on Unemployment
Relief be turned over: to the Boaru of Public Safety for
administration.

This report and the matter of reorganization of the advisory

that n.e thought it advisable to defer his nominations for
Memberships to fill existing vacancies on the Board until a
/report has been received from Committee No. upon the, plan
for reorganization.

Action on Harbor Master':s House Delayed
A report was received. from Committee £'o. 4 recommenaing

Aesolution Accepting Tax Deed
A deed was presented from the Tax collector covering
e portion of Lot 6, Block 2, Hawxyrurst Subdivision, ..Chich has
been delinquent in taxes for five years. On motion o:t Aeitchell
and iood., a resolution accepting this deed was aaopted by
unanimous vote on roll call.

Payrolls Authorized on Levee Veork
The Deputy City Engineer brought up the matter of the
eerovement of levees . to the north and east of the airport, work
on which is in progress, and stated that an appropriation for

The Council now proceeded to ballot for the election
of a member of the Board of Public Safety for

June 30, 1941, vice Jerome B. Thomas, term expired.
Coanciiaen Collins and Wood were appointed tellers.
On the first ballot, Dr. Jerome B. Thomas received
votes, Ldwara Cashel 4 votes, W-. Vii. filbert 2 votes and Roy
Leasten 1 vote.

Election of Members to Library Board
Aballot was then taken for the election of a member
of the Library Board for the term ending June 30, 1941, vice
i Mrs. Guido ; Marx, term expired.
On the first ballot, Mrs. . Guido Marx received 10 votes,
Mrs. Dean Buchan 3. votes, 1 blank ballot being cast.
/Mrs. Marx having received a majority of the votes was declared
elected.
The Council then proceeded to ballot for a member or
the Library Board to f i11 the unexpired term of the late V . C.
Thoits, for the term ending June 30, 193'7.
