parade and ::es;ti•va± on tine old Community Center grounds oh may
4th, sating statingethat the committee has secured the cooperation of
t:..e Merchants Association and the Unamoer of Commerce who (,:o not
object to the closing of University venue to traffic during th
parade, between 8.30 :A i ,. and 10 on May 4th', a permit
for
clearing the street being re.ju.ired of the Board of Safety.
Mrs. i orris requestea the Council's sympathy with the May Fete,
which has been an atln•tia 'event for a number of years, and with
the petition to have U,niV ersity Avenue cleared of cars and
closed to traffic during` the parade.
The Council deferred aiscussioh and aot..on on this
matter until later during the meeting. ,rust before jo ;u"n;i:ent
the subject was taken up for discussion. it was reported t: -t
the Special Committee on Disposition of the old Community i,ouse
was not in: favor of the use of the old Community house for the
May Fete or for any, other community center activity after .
the Community Center Commission has transferred its activities
to the new Community Center in Rinconaaa bark. It was then
pointed out that only the grounds are necessary for the May i ete.
and that the grounds at the new Community Center are not yet
ready for such purpose. The natter was discussed at length,
and on motion of Thoits and Mosher, the Council expresses: its
sympathy with the purposes of the .gay Fete and permitted the use
of the grounds around the old Community house in ..he same
as they have been used in the past.

that the recommendation of the Board of Works on types of signs.

On this subject, Committee vo. 4 recommended that the
sum of $321.50 be .appropriated from the unappropriated balance
of the general fund, , $248.50 of this amount to pay for the cost
of one double faced Neon. sign to be erected at university avenue
and the Bayshore highway, $51.00 for the cost of one double faced
refiectorized sign to be erected at Embarcadero Road ana the

a detailed report was receiied from the Special
Committee upon the Disposi;tioncw theold Community Douse, this
committee ;raving been appainted by the Mayor in accordance with
the Council's action of Februdry ll 145, and consisting of the
c:lair:nen of the five standing committees of the Council.
The Committee recommended that the Council adopt the
general policy of making only sucheoutiays upon the building as
snail be necessary for ordinary repairs, and that the building
.c;.4Lu be treated as available for temporary purposes only,, but
s.,.;uid not be used as a second Community house.
The Committee reported that it believed, after an
_.i pection of the new Community aousee that the new building
cv,a.su serve the needs of most of the: activities formerly carried on
at the old building, eith the exception o± the veterans' organiza-
tl ns -. nicr have heretofore held their meetings in the .northeast
ee ng of the old Community £ ouse . The Committee pointed out that

ia Rinconada Park for this purpose. Until such time as
ermanent provision has been made, the .Committee recommended that
;'1e Council adopt the following general plan:
1. That the Veterans' organizations have the exclusive
use of the northeast wing and the main hall.
. j:hat the city provide for the upkeep of the grounds
as a park: expense and further provide for necessary
repairs to the building as .a_ong as it is occupied
under this arrangement,, assuring also whatever
charges may be incurred for insurance.
ib t the City supply water for use inside the
building; that fuel for the fireplaces be supplied
by such Organizations as may require it; that
:utilities be paid ,f or on a cash basis by the various
organizations using them, the apportionment of
charges and [net' koa of ColleCtioT to be worked out
between the management and the Department of
Utilities.

Voncerning the disposition of the southwest ''ping, the

Recreation Department as storage space for its
supplies ana equ:.pment used in connection with its

same purpose.

Palo Alto it continue to use the space now occupied
for this purpose.
=. That the three small :`offices or work rooms and the
store --room in the southeast end of this zing be
turned over to the locus chapter of the American Red
Cross.
The .Committee recommended that the building be
officially designated as Veterans Building. The Committee
further r,2comiended that a body be created, to be officially
de5.ignatea. as' the Veterans' Building Commissions, whose duty
shall be to oversee and control the building and its use in
accord nce with; these recommendations, the con ittee to be
composed of ::Firee members, consisting of the JLayor or some member
of the City Council appointed by him, of the Chairman of the
Community Center Commission or some member of t. t commission
appointed by it, and of a third :member to be appointed by the
'Veter-ans' Council.
The committee reported that some slight s.Iterations
will be necessary in the southwest wing, and. recommended that
the Board of V arks be requested to prepare plans and specifica-
tions for this purpose in consultation with trie Veterans'
Building Commission, together with an elstimate of costs, to be
reported to the Council at an early date, a.na further
recommending that the sum of $50.00 be appropriated to the Boare
to be expended for changes immediately necessary, in consu:.ta-
tion with the Commission.
The Committee also recommended that 150 good chairs of
the type used for audiences be allowed to remain in the Veterans'
Building, and that the. s-uxi ,.:f 'r.,;50.00 be appropriated to the
Veterans' Building Commission for the purcLase of such
additional furniture f•or the use of the Veterans as the
Commission shall deem desirable.
On motion of Mosher and Wood, the report and
'recommendations of the Special Committee -were adopted.

its Studies with a view to determining the future policy of the
City with regard to hospital insurance, and to make definite
recommendations to the Council not later than the first of April.
