Adoption of Budget
The special order of the day was tht hearing on the
eroposea budget for 19.36.-1937.
A communication from the City Attorney was read
co icerning ' is consultation in Sacramento A th Mr. Dixwell
Pierce, Secretary of the State Board of Equalization, advising
i;i.at it will be unnecessary for the proposed budget to be
submitted to the State Board of Equalization; t i-et until such.
:Le as the City raises by taxation for expenditure on behalf
of tsne city government a sum in excess of 5% over the amount
raised the previous year, the City need not be concerned with the
ce :sUitut.ona1 limitation on expenditures.
Councilman Thomas, Chairman of Committee lvo . 4, stated
-elat the letter of transmittal which accompanied the budget
..hen it was presented. by Committee luo. 4 at the Council meeting
), J eey 27th outlined the principal points in tee budget. Ee
eai.ied attention to two changes which have since been recommended.:
y Committee Ago. 40 first, that the surd of 750.00 be added to
tae salary budget of the Library, and second, that the portion
of the salary of the secretary to the city attorney which i.s paid
by tae Citybe increased to 495.00 per month, with the under-
staaa.i_ng that her total salary shall be $125.00 per month..
It was pointed out that the addition of `750.00 to: the
siary budget of the Library would make it possible to continue
Lila employment of an assistant at the Library who ras been
emp_.cyea for, some time o f a casual basis and has recently been
appointed by the Library Board to the regular staff; that if the
sum of 4/200.00 should be deducted from the salary budget of the
eiorary as previously recommended :vended by Committee -o . 4, there would
be no provision for the salary of this assistant.
Resolution No. 1112, adopting the budget for the
fiscal year 1.966-37, as prepared and recomrended. by Committee
Jo. e, was read. A ,notion was made by Thomas, seconded by Thoits,
,..at the resolution :be adopted.
Various items in the proposed budget were discussed,
pith particular reference to the :Library budget. Mr. 4:1. ii. j <:..JVn,
�aeir an of the Li,br.ary. Board, was present and aadressea the
Council, explaining the Library Boards classification system
or employees and commenting upon the difficulty ic,alty in making the
ed justments which will be necessary if the Library is not
allowed the amount it'originally requested in its salary budget.

Referring to the procedure followed in considering
referred from time to time by the Council to the budget
committee, it was stated that a docket is Kept for the budget
committee of such items; that it has not heretofore been the
custom to report back t.o the Council asto the disposition of
such items, but. thethought was expressed that it might be a
ore proper procedure if the committee made a report to the
Council with regard to ;such items.
Orainanee Fixing Tax Rate
Ordinance £ o. 688, fixing the tax rate for the, fiscal
;;ec.r 1936-37 at $1.00 per $100.00 of assessed valuation, y,ws
reed, and on motion- of Collins and Richards, was adopted as an
eneroency ordinance by unanimous vote on roll call.

A letter was received from the Chairman of the State
Park Commission, enclosing a ,copy of resolution passed by the
Park Commission endorsing an initiative measure to appear on the
Neve?tber- ballot whichwill enable the State to derive revenue
from the leasing of oil pools under tidelands, and enclosing a
suggested resolution for consideration of the Council. This was
referred to Committee No. 4' for a report at the next meeting.

bulletin on League Convention
Bulletin ' o. 15 was received from tee League of
California Municipalities concerning the annual convention o
be field in Santa Monica from September 9th to 12th, 1036, with
inform,: tion relating to hotel rates, transportation, program and
municipal exhibits.
The matter of appointment of delegates to attend thi.s
convention 4:as discussed. On motion of Mitchell and Wood,.
the Mayor was .authorized to. appoint any councilmen rho wish to
.;tend the convention as delegates, not to exceed five, their
expenses to be paid by the City, this motion being adopted on
poi_ call, ' ith 12 Ayes,', Salsman and Thomas voting »o.
On motio:n of Cathcart and Mosher, the Mayor was
ut or zed to appoint not exceeding three of the a.a:ministrative
effieiais of the City to attend the convention, their expenses
to be paid by the City, this by unanimous vote on roll call.

Ap;iication for PW.A Grant for Sv,:itchboard &cuipment
A report was received from the. Board of Works reques-,.,
the Council to approve an application for a Py,JA grant for the ra
installation of switchboard equipment at the : Power i'1ant, the
total cost of this installation being estimated at 25,000.00.
This was referred to Committee No. 1.
Request of Clay Products Institute
Referring to the letter previously received from the
Clay Products. Institute requesting that Section 1412 of 0rCineme
No. 631 tPalo Alto Plumbing Code) be amended to permit the use
vitrified clay .pipe for house sewer laterals when Laid e ith a
sulphur silica joint, the Board of Works recommended t :at no
change be made in the present ordinance. On this matter
Committee No. 1 reported that it concurred in the recommendation
mendation
of the Board of Works. On motion of Cathcart and Mosher, t e _
reports were approved.
Ordinance Regulating Soliciting on Streets
A report was received from the Board of Safety
approving and recommending for adoption an ordinance declaring
it to be unlawful to solicit sales of newspapers, periodicals,
foodstuffs, or any other merchandise on city streets in eny
manner other than in a conversational tone of voice.
A proposed ordinance regulating soliciting on streets
was giveri first reading and referred to Committee No. 2.
Mr. A. V. Omelka, agent for the San Francisco C.ro..ic_e,
was pre: e it ana asked for a hearing before Committee No. 2 when
this ordinance is considered. Tae city clerk was eirected to
notify ;Mr,...Omelka when Committee No. 2 holdsits meeting, >o rra:
he might be present.
Ordinance re deie-ht of Trees anc. E edges
A report was received from :,he Board of Safety
approving andrecommending for adoption an ordinance providing
that hedges on corner :Lots be reduced to three feet in height
for ;a distance of forty , feet from the corner on each street;
that shrubbery planted in that area be trimmed back to three
,feetin height, and that trees be trimmed so that drivers
operating :low -type automobiles wi_L1 nave an unobscured view.
A proposed ordinance, amending Paragraph 2 of Section
413 :of Codified Ordinance Ada. 3, relative to height of trees G:,:
hedges, was given first reading and referred to Committee .+o. 2.
Establishment of Certain Positions
A report was received from Committee i o. 1 reeom me:ici n;
that the positions of secretary to the City Attorney, assistant
to the Police Jublge, and assistant auditor be established,
and the respective heads of departments be asked to nominate
persons for these respective positions, and also enat the ::i-r.oxs
nominate the special representative of the Mayor, these
nominations to be confirmed by the Council.. The Chairman
of Committee No. 1 explained that this report was the res a:.t o

In the discussion which followed, Councilmen Bonham
sted that ;he confirmation of the nominations of these
ni,_oyees be made by secret ballot as is the custom in

A motion was made by Mosher, seconded by Collins, that the
resolution be adopted.
In reply to a question raised by Councilman oalsman,
it was explained by the City Attorney that such a resolution is
a police regulation and does not amount to a franchise; that e
Councilhas the power to allot taxi stands, and that such
allotment or license to use a certain taxi stand is revocaCe at
any time. Councilmen Salsinan and Costello :xpressec
of the .ailottments as designated in the resolution.
After discussion, Resolution No. 1113, approving the
resolution of the Board of Safety establishing and regulating ;e
use of certain taxi tandE. , .as adopted on roll call, by the

Richards, Stephens, Thoits, Wood.
Noes: Bonham, Costello, Salsnlan, Thomas.

The City Attorney matte a verbal report upon e__c ..roer
made on the; matter of recodification of city ordinances, stating
that some :of `tn.e work was completed under a W.P.A. project so::,e
time ago -and that it is expected to have further W.P.A. aid
available aboet ';.. ust 21st, ,y hen the work will be continued;
that the work ;being done is merely getting the ordinances in .);..;e -
for consideration by the Council and committees, and that t_.e
preliminary draft will be submitted to the Council as soon as
possible.
Lease for Girl Scout House
The City Attorney presented e lease covering tre ne';,
site of the Girl Scout House in Rinconaaa Park, prepared -in
accordance with previous instructions of the Council and Committee
No. 1. Action was deferred, and one lease was referred
Cornrrittee No. 1.

Transfer ofFunds for Storm Sewer
Reference Was made to the appropriation of $e500.00

On motion of Thomas and Salzman, the sum of $500.00
was transferred from Storm Drainage Cpns traction Account. 146-17
to Gas Tax Street Improvement Fund, in order to tae care of
to_is expenditure, this by unanimous vote on roll call.
Resolution Authorizing Request for Reconveyance
The City. Attorney explained that it was necessary
aathorize the execution of a recon.veyance by +essrs. P. M.
Lap -scale and A. A. Buchan; in connection pith the renewal of
a loan on certain- property in San Francisco in wnich ors. Emily
Dixon and the City of Palo Alto have an in„E rest . It w a
pointed out that this loan is to be renewed, in accordance with.
a :.revjous recommendation from Committee vo. 4, at the same
rate of interest for a five-year period.
Oil motion of kosher and Richards, Resolution v.o. 1114,
requesting the Mayor to execute a request for recouveyance,
was adopted by unanimous vote on roll call.
