Councilman Costello stated.that since this matter was
considered by Coi mittee 1o:+::.5 he had received .information
from the Tax Col.iector is Department that there was a possibility
that a change might be ,,made': in. the type of tax bill used which
would require a' different machine/ and , he suggested that the
matter be referred back to Committee No. 5 for further investiga-
tion and that action be delayed. On motion of Bonham and

The City Assessor pointed out that an investigation

A report was received from Committee No. 5 informing
the Council that 'it nes considered theclaim of Tax Research,
Inc. fox -refund of taxes for Nellie ie C. Harris under the provisions
of Section 3804 of. the political Code, and has been advisedly
the City Attorney that the claimant is entitled to a refund of the
excess taxes paid for the years 1932-33 and 1933-34, but is net
enttied-`to a refund for the year 1934-35 because an allowance
was made' `for thz exemption claimed on, the tax rolls for that year.
The committee therefore recommended that taxes for 1932-33
amounting to $28.92 and for 1933-34 amounting
to `+iD' 28. SO, totalling
$57.72, 1be,refunded to Nellie C h,arris, and that the claim for
ref and for the year 1934-35 in the • amount of 424.30 be denied.

Certificate on 'Palo Alto aospital
The City Attorney presented a Certificate' required by
Section _2466," of the Civil Code relating to the operation of the
Palo Alto Hospital,and explained that a question had been raised
as to who was operating the hospital in connection with suits
riled to collect certain delinquent hospital bills. He askea
that the Mayor an City Clerk be authorized to execute this
certificate on behalf of the City. The matter was discusses
and on motion of Thomas and Mitchell, the Mayor was authorized to
appoint a special committee of councilmen to consider this
certificate. The Mayor stated he would appoint the committee
later .'and notify the members of their appointment.

some time ago relating to city employment. Councilman. Thoits
stated that the committee= has :had the resolution under
discussion and is still awaiting the results of conferences,
with the different boards, and'..asked for further time in which
to report on this matter. Cot c .lman Costello repeated
...is suggestion made at,a previous meeting, that the departments
affected be asked to make their reports as soon as possible
to Committee No. 1. The Mayor stated that he woad take
this matter up aridendeavor to get .prompt action.
