Tie Council of the City of Palo Alto met in special
session on this date at 7:30 P.M., pursuant co the following
call:

a special meeting of the Council of the City of
Palo •Alto, to convene at the council camber in
the City Hall in the City of Palo Alto, at the
hour of 7:30 P.A., Monday, December 2'0, ij37, for
the purpose of receiving a report and recommenda-
.tion fro the Special Hospital Co:n::,ittee hereto-
fore appointed by the Council, ana for the
consideration of such other business as may come
before the Council.,T
Mayor '6aisman presided and roll call was as follows:
Present: Blois, Bonham, Cashel, Collins, Costello, Cypher,
Goddard, Mrs. Merner, Mitchell, Richards,
Saisman, Thoits, Thomas, Wood.
Absent: Mosher.

A report was received from the Special Hospital
Cowl] ttee appointed on January 11, l37-, to consider needs for
additional hospital facilities. The committee advised that
it ,as. considered the information contained in tne letter of
ter. Russel V. Lee dated January 2, 1937, and also the letter of
the ealo ril to Medical Society dated October 26, 137, concerning
this subject, and by the use of a questionnaire had obtained
a report of experience together with suggestions from. the
doctors using the Pao Alto Hospital.
The committee transmitted for the information of the
:members of the Council a report prepared by a sub -committee -
consisting of :fir. c. a. Erwin, r
consisting Assistant Comptroller of Stanford
Jniversity, ana xiir. L. Harold Anderson, Deputy City Engineer,
\,,eich was appointed to tabulate occupancy and financial data,
af tre Palo Alto Ebspital and to make a study of to e cost of
the most practical addition to the present plant.
Tne committee advised teat the facts obtainea in
is study reveal the following:
That the present plant of the Palo t.i to Hospital
is now being taxed to the utmost of its eigmy-bed
capacity, even though no epidemic ccnaitions exist.
2. That the steady increase in occupancy over a
period of four years indicates that the needs
of the community can no longer be adequately
served by the present plant.
3. That inconstructing the present plant future
expansion was provided for by making certain
service departments adequate to serve an
additional wing. These include laboratories,
kitchen and dining room, heating plant, laundry
and administrative facilities. For this reason
an enlarged plant will show a iowered per bed cost,

both in investment and in operation. study of
these facilities indicates that the addition of an
eighty -bed win, will permit of their- use with
maximum efficiency.

been met from hospital' revenues and a reserve fund
'accumu?.ated. frith this operating experience in
view, it is estimated that the enlarged plant will
carry all bond charges without any tax levy.
The committee recommended that the City proceed at once
to enlarge the -Palo Alto Hospital by adding a wing .of approxi:lately
eighty -bed capacity; that the construction cost be financed by
a bond issue in the amount of 75,000.001 the bonds maturing

be installed as 'required, using the hospital reserve and surplus
funds for this purpose; and that the City Attorney be instructed
to prepare the necessary procedure for a bond issue for consiuera-
tion at the regular neeting of the Council on January 13, 1-388.

On motion of 'ihoits end s.Donhaan, the City Attorney
was instructed to prepare the necessary resolution to initiate
the procedure for a bond issue for co. asiderati en of the Council
at its regular meeting en january 10, .:x.038.
It was the consensus of opinion that it wou a not be
advisable to authorize the architect to proceed with the
preparation of detailed plans ana specifications, the cost oi'
which would be approximately x.6300.00, until e bond election is
held and it is deter•minea whether or not the voters pass
favorably upon the ' proposition.
The Council was advised tnat a perspective of the
proposed addition will• probably be available on or before the
next meeting. - A motion was made by Counc'l.lman Goddard that
the Special -Hospital, Committee be authorizes. to release to •the
-press •any: additional. information which may develop before the
next Council meeting -which -would be of interest to the•_cu: i.ic.
The motion was declared lost for want of a second-.
An expression of tnanks was exte naea to the Special
Hospital Committee and to its sub -committee for the work they
have clone in preparing and submitting their reports.
Protest by Northern Pacific Pr•ocerties r'ainst Underpass
-- A communication was received from the Northern pacific
Properties, inc., owners of the property at 125 University Ave rue
occupied by Roos Bros., protesting against the proposed
construction of the University Avenue underpass which they feces
ill be of great damage to their property.
On motion of Cypher and Tnozas, the communication v;a.
filed and the? City Clerk was di.recteu to f::.5:1 -sh -the prole :meat::
with i nformation..as to the status of the project.. The: Councee
was advise" `that- the State Lepartment of ='ub.nic Works is now
engaged 'in •.the preparation of the preliminary plans -for the
proposed underpass.
