The Council was advised that notices of this hearing have been sent to ease; property owner in the zone of interest and have been published by three insertions in the Palo Alto Times. A petition was received, withtwenty-nine signatures, from property owners residing, in the district described as Parce- 2, protesting against the rezoning of that part of the city. Air.. Arthur James, a member of the Planning Commission, pointed out on the map tne boundaries of tne parcels recommended by the Planning Commission to be rezoned from First to Second Residential Zone, and explained the uses permitted in these zones. Mr. Kent Thoits, another member of the Planning Commission, addressed the Louncil, stating that the Cos mission and the Building Inspector had received a number of requests for permits for two-family dwellings and after a careful study of the matter had considered it advisable to extend tne Second Residential Zone as recommended. This was referred to the City Attorney for a report' at the next regular meeting of tne Coesecie. Sponsor Agreements - i PA Proj cts - A communication was received from h. Castro, Supervisor, Divis.ibn of Women. s and Professional Projects, Works Progress Administration, area #9, San v ose, requesting ap proval' by the Council of ' Sponsor's Agreement covering Work Project No. 5261, Clerical Assistants, Board of Public Works, Palo Alto. A report was received from Committee No. 3 on this matter, recommending that the agreement for this project be approved_ and that the fiscal officer, Ir. F. Y. rering, be authorized to execute the agreement. On motion of Thomas and. Bonham, the report of Committee No. 3 was approved and :sir. = er i g was authorized to execute the agreement by unanimous vote on roll call. A letter was received from Percy L. Davidson of Stanford university, requesting that the Council authorize the signing of Sponsor's Agreement covering Work Project i'o. 7066, Occupational Study at Stanford Jniversity, and advising that pledges have been obtained through research Funds to finance G— expenditures not assumed by the Federal Goverment ana that no financial aid ti;ili be r eques tea from ene City of Palo Alto for this project., The form of the agreement was read, which stated: "In consideration of expenditures to be made from Federal Tunas on the proposal designated .ereon, we, the City of Palo Alto, t c sponsors., do hereby agree that we will finance such part of the entire cost thereof as is not to be supplied from Federal f unas.'' Committee No. 3 reported t,.at it had been advised by the City" Attorney that such an agreement is beyond the _power of the City and the Council can not pledge tax funds to support suc- a project. The City of Palo nito has up to this time sponsorea this project, but such sponsorship neretofore -las not involved the obligation to expend funds. Councilman Thomas, Chairman of Committee No. 3, stated thanthe committee regretted the advice of the City rttor ney since a signed statement from . r. Davidson is on file to the effect that funds are available to meet any possible costs beyo na those met by the Federal Government, and because it is necessary thata governmental agency sponsor the project, but that it is not legally possible for the City to commit itself to the expenditure of public funds for such a project outside the city limits as indicated in the form of eenee:lent submitted.
