City ball, Palo Alto, California,
August 9, 1937.
The Council of the Llty of Palo Alto met in regular
session on this date at 7:30 P.M., witn 4ayor Saisnan
presiding. Roll call as follows:
Present: Blois, :bonham, Cashel, Collins, Goddard,
:ors. Merner, Atosher, Richards, batsman, iho is
Absent: Costello, Cypher, M1tcheli; Thomas, Food.
The Minutes. of the meeting of July 12, 193'7, were
approved.

The special order of the day was a hearing on the
proposed budget for -1937-38.
The letter of transmittal dated July 28th from. the
Chairman of Committee Ivo. 4 was read, the committee recommending
that the budget: be adopted •and t:iat the tax rate: of 1.00 be
continued.
A report,dated August 5th, was received from
Committee ;4o. 4, supplementing its letter of .July 28th,
recommending that the salary appropriation lor the Community
Center Commission be inc_ eased 60.00, the amount to be taken
from the unappropriated balance, this being to cover the
transfer of a car a.la.owance to a salary account, which was
inadvertently omitted ,from the budget.
Councilman Goddard called attention, to the fact that
there is no appropriation in the proposed budget for the
:maintenance of the old Mayfield City Ball which is now used by
t:Cieboy scouts and Girl Scouts. A motion was made by Goddard,
seconded by Bonham, that ;an appropriation not to exceed 4200.00
be included in the. tentative budget for the purpose of painting
the: old Mayfield City Hall, this :mount to be taken from; the
unappropriated balance. After discussion, this motion was
carried on roll call, all present voting Aye except Blois,` who
voted i o.
Councilman Mitchell carne at this time, 7:50 P.M.,
and was present during the rest of the meeting.)
Resolution No. 1162, adopting the budget for the
fiscal year 1937-38., was read. It was .moved by Mosher,
seconded by Uo1lins, that the resolution be adopted. The
ayor now stated: that this was the time for the public wearing
on the budget and gave opportunity to those i' the audience to
be heard. There was no one present who wished to address the
Council. The resolution was then adopted by unanimous vote
on roll call.
,Counciiman Thomas came at this time, 7:55 P.:M., and
was present during the rest of the meeting. )
Ordinance jao. 716, fixing the tax rate at 41.00 to be
levied, upon each one hundred dollars of assessed property,
ryas read, and on motion of ..Collins and posher, was adopted -by,
unanimous vote on roll call.

A letter was received from Leonard R.
attorney submitting a claim for damages in the
$512t00 filed by Mrs. C. R. Webster, ter, on account
incurred when she fell on the sidewalk in front
Avenue.;

A written opinion was received from the City Attorney
on this- claim, recommending tnat the Council deny the claim
and refer it to the'rinsurance company for handling. Qn motion
of Mosher and Mrs. Merner, the recommendation` of the City
Attorney was approved and the claim denied.
Extension of East rtiillov: F oaa
A letter, addressed to the Mayor, waspresentea from
Leon ;A:_ Carley, attorney, urging on behalf of Mr. Buxton C.
Hooker that tree question of the extension of East Willow Aoaa
and Page Mill Road receive the consideration of the Council
at this, meeting, and that the Council either reject, the proposed
extension or authorize the acquisition of Mr. Hooker's property.
This. letter had previously been referred by the dayor to the
Board of Works, Planning Commission and Committee 14o. 1.
A report was received from the Board of Works
submitting Bulletin No. 6 relative to this matter and recommend-
ing that the project for the extension of East Willow Road be
not approved.
The elanning Commission submitted a report recomme naing
that the City take immediate steps to acquire the necessary
land between .Alm'a Street and Cowper Street at this time, -re take
care of the straightening of r Gerson Street and connect
Colorado .venue with Page i11 koad; and further r ecommenair:g
that immediate negotiations be entered into between the state,
the City Planning Commission and the County Planning Co,nmssi::n
to . officially establish this road as a futtr e major traffic
arterial . connecting the three highways (Bayshore Highway,
El. Camino Real and the Skyline Boulevard).
A report was received from Committee Ao. 1 recommend-
ing that the proposed master plan for the extension of East
Wiflow Road be, rot approved.

Mr. S. : . Cutnbertson addressed the Council
that the plan for the proposea arterial to connect tne three
highways be approved.
In a discussion among tne councie members, reference
was mace to the study given to this problem ior many months
by the elanning Commission, and some of tne council members
felt that more opportunity should be given to them to stuoy
thesituation before taking any action. Councilman Collins
called attention to the fact tnat ;fir. hooker, owner of proper ty
on Colorado Avenue between Alma and Emerson b'treets, on the line
of the proposed extension, has applied for a building permit
which has already been held up more " than the length of time
allowed by ordinance, and pointed out that unless the Council
takes definite : action either to reject the proposed extension
or to acquire`Mr. Booker's property, there would be no costecle
in, the way of granting the permit to Mr. Rooker.
The motion to adopt the recommendation of Committee
No. I was lost on roll call by the following vote.

On motion; of Thomas and Bonham, the City Clerk was
airected to ;in orm. ►r.. looker that the Council aoes not
contemplatetailing :any immediate action in the matter of
the physical opening of ' a street through his property.
It was the -opinion ;of Councilman Teosas that further
study should be given to the entire question of the extension
of Last Willow Road and that ' the Council should be given more
information as to the recent developments in the case and as to
the cost of the future development of such ea arterial.
At the suggestion. of Councilman Mitchell, the :matter was referred
back to Committee No. .1 for further study and report upon plans
and costs of the establishment of a future arterial.
.,ccount of Associated Air Services
A report was :received from the City attorney relative
to the delinquent account; of the Associated Air cervices, with
a communication, from the Associated Air Services which they nave
submitted for consideration before any active steps are taken
towards the collection of the delinquent accounts. The City.
ettorney suggested that the report be referred to Committee ttee DIo . 5
with a request that the committee consider vd th the City .tttorney
the next step to be taken. The matter was referred to
Committee i o. 5 for study and report back to the council.

A report was received from the Board of Works 'approving
a license agreement with the Southern eacific company covering
the maintenance of oil, unloading pipe line on the Southern;
Pacific right of away, this document replacing the lease dated
September 4, 1909. Committee : No. 1 recommender. that this agreement
be approved.
On motion of Yitc.. e.11 and Bonham, the Layor and City
Olen( were authorized to sign this license agreement for the city,
by unacAimous vote on roll call.

A report was received from the Boara of eaf sty
recommending: that the Council approve a resolution of the Board
cf Safety .-establishing uniform no -parking areas and loading
zones in the vicinity of the public schools. Councilman Oodderd
pointed out that this resolution meets with the approval: of the
bard of Education and urged that it be acopted so that the
no --parking areas and loading zones coula be estebiishec: before the
opening' of the schools in September.

A report was . received from the City Planning Commission
transmitting a ruling from the City attorney in regard to the
complaint from Miss :Ka t.harine i'reat against the 6unnyside zome
for Children conducted by Mrs. C. D. Howard at 436 Palo Alto
Avenue. It was the opinion of the City Attorney that this
school is permitted under the present ordinances of the City
and there is nothing that can be done to remedy the situation,
except a civil, action f.aa the event the adjoining property owners
desire to make legalclaims that the school constitutes a
nuisance.
The City Attorney advised the Council that ne
understands the Sunnyside Home is to be moved to another iodation
on August 15th, thereby removing the objection of Miss Treat
to the operation of this school in its present location.

recommending that an ordinance defiiaing "lodging house" be
incorporated in the. Zoning Ordinance.
A .proposed ordlnance,amending Section 1000 of the
Zoning Ordinance by adding the definition of a lodging house Departmen

favorable action on the recommendation of the Board of Works for
the adoption of a proposed ordinance providing procedure for E:.n t
street improvement, entitled "Palo Alto Improvement Procedure
Code". The committee also recommended that the sum of $200.00
be appropriated for the purpose of employing legal assistance were appr

to meet at 7:30 P.M., August 23, 1937, in the City Hall. •
1
