BEGINNING FISCAL YEAR. 1967-1938
City Hall, Palo Alto, California
July 1, 1937.
The Council of the City of Palo Alto met on this
date at 7:30 P.M., for the .purpose of reorganization.
The meeting was , called to order by the City Clerk who asked
for nominations for Mayor pro tem. Ch motion of good and.
Costello, Councilman Collins was nominated and elected Mayor
pro tem and took the chair. Roll ca.li as follows:
Present: Blois, Bonham., Cashel, Collins, Costello, Cypher,
Goddard, ors. Merner, itchel1, Cosner,
Richards, Salsman, Thoits, Thomas, livood.
Absent: None.
. iection of Mayor
The Council 'proceeded to the election of .a Mayor
for tie fiscal year 1937-1938. -Councilmen Goddard and
Richards were appointed tellers.
• On the first ballot, Councilman ,r�. slsman
received 8 votes and Councilman Henry C. Collins 7 votes.
:fir. Sa.Lsman., raving received a majority of the votes of the
Council, was declared elected Mayor for the ensuing year and
took the chair.
A,p oointment of Officials
The Council now proceeded to ballot for the appoint-
ment of city officials for: the fiscal year 1937-1938.
Councilmen Bonham and Richards were appointed tellers.
The ballot for City Assessor resulted in 14 votes for
L. E. Taylor and: 1 vote for Winifred Kidd. Mr. Taylor,:
having received a majority of the votes, was declared elected
City Assessor.

received the unanimous vote of the Council and was declared
elected City Auditor.

The ballot for City Attorney resulted in 14 votes

ceclared elected City Attorney.
.ors Winifred Kidd received the unanimous vote of
Council Council for the office of City Clerk and was declared
elected.
Judge John E. Springer received the unanimous vote
of the Council for Police Judge and v:s.s declared elected.
The ballot for. Tax Collector resulted in 9 votes
for Gorge E. King .and 5 . votes for N. f . Giae =er, one blank
ballot being cast. Cdr. King, having received a ma;ority
of the votes, was declared elected Tax Collector.
A ballot was then taken for the office of City
Treasurer,' with 12 votes for W. C. Cobb, three blank ballots
being cast. Mr. Cobb was declared elected City Treasurer.
The City s-ttorney advised tat the ordinance providing
for the appointment by the Council of a Personnel Officer
does not, prescribe a definite term; that :fir. i,ou.is Olsen, the
present Personnel Officer, was not appointed for a definite
term and is serving at the pleasure of the Council. On :iioticrz
of Mitc eil :and Richards, the election of a Personnel Officer
was omitted.

On motion of: Cashel and Mosher, the appointment
of .a member ; of the Board of "corks, vice 0. x . Campbell, term
expired, the appointment of a member of the Board ` of Safety
vice Andre: V T; ioy, term expired, the appointment of a member
of the Library Board vice H. A. Mason, term expired., each :or
a six -year term,>. and the appointment of a member of: the Library
Board for the term ending June 30, 1 11 to fill the vacancy
caused by the resignation of Mrs. Gertrude ": arx, 'ere deferred
until the next regular meeting, by the following vote on roll
call: e.
Ayes: Bonham,. Cashel, Collins, Costello, Goddard,
Mrs. Merner, Mosher, Richards, 'Salsman; Wood.
Noes= Blois, Cypher, Mitchell, Thoits, Thomas.
The City .Attorney advised that the Board menb
whose terns expired on June 30th would hold over until. tI. 1a
successors are appointed.
Appointments ents to Commission -nu Committees DeferJ_ ec
The Mayor announced that he would defer -as
no;ainatiofs of members to the Community Center Commission,
vice Mrs. Louis Stern and Howard C. Ray, and nis appointments
of members to the standing committees of the Council until
the next regular meeting.
Submission of Assess ;gent Rolls
A communication was received from the City Assessor
submitting for equalization the assessment rolls of all
property in the City of Palo Alto i or the fiscal year 19:x7-iJZ8.
On motion of Thoits and Wood., the City Clerk .y.a.s
directed to publish a notice as required by ordinance that
the assessment rolls are open to tae inspection of the eublic
and that the Council will meet as a :Soars: of Equalization on
Monday, August 2, 1937, at 10 A. .

On motion of Mitchell and Mosher, the reports of ;he
Auditor and Treasurer for the month of June were accepted ._.nd
placed on file.
The Auditor presented closing entries for the year
1936-37, as follows:

Resolution Abolishing Office o3' Special Representative
of the r aver
Resolution No. 1159, presented by Councilmen Bonham
and Saisman., abolishing the office of special representative
of the Mayor and repealing Resolution No. 1072, was read.
On motion of Thomas and Richards, this resolution
was adopted by unanimous vote on roll call.
Council Dockets
Councilman Richards suggested. that she council dockets
be prepared if possible two or three days in advance of the
council meetings so that the members might have an opportunity
to study the items coming before the council for consideration.
"'he City Clerk stated ,that it is usually impossible to prepare
a complete docket before the day of a council meeting but that
she would be giaa to do. so if the various communications,
reports and documents could be furnished tae Clerk's office
in sufficient time. It was suggesteu by uuacilman L,cstello
that the various boards and committees might be requested to
meet ear enough in advance of a council meeting to make it
possible to secure their reports in sufficient time so that the
council dockets might be printed on the iatu+rday before a
counci.i meeting. After aiscu:ssion, the matter was referred to
the : ayor and City Clerk for investigation.
Leave to Councilman Cypher
.Councilman Cypher requested permission to leave the
state for a short time, possibly a month. motion of Richards
a la Mosher the request was granted.
On motion, the Council adjourned.
