The Council of the City of Palo Alto met on tnis date
at 7:30 p.m., ; pursuant to ao ourn:aent of June 14, 1937, with
mayor Judson presiding. Roll call as follows:
Present: Bonham, Collins, Goddard, Judson, aiitchell, 4osher,
SalsmaYn., Thoits, Thomas.
Assert- Blois, Costello, Richards, Stephens, Wood.
Canvass of 7,,1ection Returns
The special order of the day was the canvass of the
returns of the special election neld on June 15, 19371 —upon upon the
proposed ordinance establishing a Palo Alto City Employees'
Retirement System. Councilmen Goddard. and: T aoits were appointed
tellers.
The report of the tellers showed that the total number
of votes:: cast at said election was 2180; that 403 votes were cast
for the :proposed . ordinance and 1777 votes were cast against the
proposed ordinance.
Resolution No. 1157, deciaeing the result of the
special:election head on June 15, 19'67, upon a proposed initiative
ordinance.. relative to a municipal employees' retirement system,
was read, and on .motion. of Mosher anc. Salsman, was aaopted by
unanimous vote on roll call. Tiis resolution declares tnat a
majority of the qualified electors voting on said proposed
ordinance have voted against the ;proposal.
Gift of Flaz.fLeLn ..R.
The Mayor read a .,.otter from the .ealo Alto Chapter of
the Daughters of the American Revolution, presenting a flag to the
Community Center.
On motion of Thomas and Bonham, the Council accepted
the gift with thanks and requested the Mayor to suitably express
the Council's appreciation to the Daughters of the American
Revolution and to make the presentation of the flag to the
Community Center.
Invitation to Fourth of July Celebration at Santa Clare
A. communication was received from the City Clerk of
Santa Clara, inviting the Mayor and members of the Council to
attend the annual Fourth of July celebration at Santa Clara.
The Mayor advised .that he had already acknowledged receipt of this
letter. The communication was placed on File.

::ihe::ayor informed the Council that Mr. 0. F. Campbell,
Chairman`cf' t:he Board of Works would. .be away during the. :norith o
June; that it -had been necessary to appoint a temporary member
:of the Board:`and:he .had asked Col. C. B. Wing to serve. on me Vlee
of Mosher and Se1sm.anq the action of the Mayor in appointi gCc1.

The Mayor then nominated Mr. D. A. Mendenhall as
temporary member o ' .re Board. of W(Drks during:the-absence o

at the last meeting. of. the Council. On motion of Thomasand
Mitchell, this nomination was confirmed.
On motion of Collins ana i itchell, the Council
granted leave of ,:absence to ate, 0. F. Campbell, chairman of
the Board of Works,, for,the month of June, with permission_.,
to leave the state.
The Mayor nominated air. George T. Clark as temporary
member of t4.e Library Board during the absence of I.r.. .Bernnett
who was granted leave at the last meeting of the Council.
On motion of Mitchell and Saisman, this nomination was
confirmed.

A warrant in the mount of 420,000.001 the sum to be
transferred to the Hospitalization Fund for 1937-38 payments
for hospitalization and nursing service for Palo Alto
residents, was presented, but no action was taken as ten votes
would be required to approve this warrant and only nine
council members were present. This item was referred to
Committee No, 4.
A warrant in the amount of $8,312.00 %as presented,
this being a transfer of certain items,previously appropriated
by the Council ° but not yet, expended, to a Special. Appropriation
Fund to be expended in 1937-38, covering the following items:
Relocati,cn of Airport Runway, $2,990.004 improvements to
Veterans' Building, $1,482.00; Replacement of Bell 'rower;
900.00; and purchase or a new billing macy.ine, +j2,940.00.
On motion of Mosher ;and ,S:as,::sman, this bill was approved by
unanimous vote on roll call.
On motion of Thomas and Salsman, a bill in the
amount of 4352.50 for pay of election officers and rent of
polling places for the special election held on June 15th,
atrate of $7.50 for each election officer and 47.50 for
rent of each polling place, was approved and warrant authorized,
in payment of the same, by unanimous vote on roll call.
h.ecodif:i.cation of Ordinances
The City Attorney reported that the work on the
recodification of the city ordinances nad been delayed
because of the illness of the assistant, but that the wore
will be completed as soon as possible and may be finished in
another ..month.
