Alto met on this date at 7.:30 P.M.,. pursuant to adjournment of May; 10, 1937, with Mayor Judson presiding Roll call as follows Present Bonham, Collins, Goddard, Judson, Mitchell, Saisman, Stephens, Thoits, Thomas, Wood. Absent: Blois, Costello, Mosher, :Richards. Canvass of Election Returns The special order of the day was the canvass of the returns of the general .municipal election held on day 11, 197, for .the election of councilmen, and of the special election held • on the sane date upon the initiative ordinance rests ictins peddling : and soliciting. Councilmen Collins and Tnomas were appointed tellers. The Council took a recess wbiie the tellers were preparing their report. The Council reconvened at 8:15 P.i&. to receive the report of the. tellers. The number of votes cast for each candidate was as follows: For Councilmen - six -year term: Edward P. Thoits 1429 A real u:tal a ordi .The canvass of the returns of the special election upvxa .the .initiative ordinance restricting peddling and soliciting showed that 365 votes had been cast for . trie ordinance and 1994 votes against the ordinance. The total vote cast was found to be 2422. The majority' necessary for the election of councilmen was there- ere 1212,. Ordinance No. 710, declaring the result of the election held ; on May 11, 1937, for the election of counci.,.ien and providing for, a second election, was read, and on notion of Thomas and Thoits, was adopted by unanimous vote on roll call. This ordinance: declares that Clark Cypher, I4rances : erner, J. P. Mitchell and E. C. Tnoits were duly elected councilmen for .a _term of six years, commencing July 1, 1937, and provides for a second municipal election to be held on May 18, 1937, for the election of a councilman for one six -yea: term,: the candidates to be Edward P. Cashel and Alfred R. Masters. (Councilman Wood left - at this time, 8:25 P.M., was absent during the rest of the meeting.) This resolution declares that a majority of the qUa1i led electors voting on said proposed ordinance have voted against said proposal. Report of Hospital :Committee re Aursine, Service A report was received from the Special Hospital Committee recommending to the Council that an appropriation of $1200.00 be included in the 1937-38 budget for the establishment ,of a visiting nursing service on an experimental basis for a. period .of six months beginning October 1, 1937; this service to be under the direction of the Palo Alto Hospital, the nurse to be their employee; her salary, insurance, transportation and incidental costs to be charged to this special appropriation; the visiting nurse to serve only under the instructions of the patient's physician; the charge to. be. $1.00 per visit not to exceed one hour with a special rate'to Palo Alto residents of 50 cents per visit not to exceed one hour, with additional hours or fraction thereof at the same rate; the benefits of this service to Palo Alto residents to be administered by the Hospitalization Committee. On motion of Salsman and Thoits, this report was referred to the Budget Committee. Ordinance an Redemption of Taxes Ordinance No. 711, relating to the redemption of taxes, which was submitted to the Council on May 10th and: referred at that time to Committee i\4o. 5, was again presented to the Council, with the recommendation of the City Attorney that it be adopted as an emergency ordinance. On motion of Thomas and Goddard , this ordinance was adopted as an emergency ordinance by unanimous vote on roll call.
