The minutes of the meeting- of :+larch 8, 1,937, were, ao:.roved. • Initi e ,ive Petition subm.i tti n-: Ordinance Soliciting and Peddling Aninitiative petition was presented, signed by 275 uaiiT led electors, submitting a proposed ordinance relative: to soliciting and peddling, and, demanding that this ordinance be seed vvithout alteration by the Council or submitted to the electorate at the next general municipal election. A certificate ..as submitted by the City Clerk certifying that the number of _ealifiea signatures is more than ten per cent of the number of votes cast at the last general municipal election. ' F report on this .matter was received from Committee 2, advising that, according to the provisions of the charter, the Council is required to pass the ordinance or to submit it to the voters. The committee recommended that the ordinance. b€ submitted to the voters, but that the Council' go on record as being opposed to the proposed ordinance in principle. An ordinance calling a special election for iihe purpose submitting the proposed ordinance to the voters, this special election to' be veld in conjunction with the general municipal glee Lion on lay 11, 1937, was read. The City Attorney ,ained that he had changed the words "Town of ?alo Alto" in z e proposed ordinance to read "City of Palo Aito", and had capitalized the words "Chief of Police". i,e advised that ;,he Council must either adopt the initiative ordinance without alteracion or submit it to the electorate; also that the Council ,.as the authority to submit any amendment it desires to the eeectors at the same time that the proposed. ordinance is submitted. lr. It was pointed out that a ordinance, in effect at Green River, .'oming, had been by the Supreme Court of the United Ste'Les. Petition Against Parking Area a t Co.mmunit Centex A petition was received from a number of property o+P hers on Harriet Street and on Hopkins Avenue, protesting against the proposed parking area in the rear of the Community Center facia Harriet Street. A letter was also received from J. B. Sears objecting to the development of this parking area. This matter was referred to the Planning Commission and to the Board of Public ►forks with the request that these bodies report back to the Council, with the ;understanding that the work of developing the parking area would not proceed until action on this matter has been taken. The Board advised that an e ttempt would be made to secure a transfer of whatever preference end additional consideration the City may have in the application now on file for the proposed remodeling of the city hall. A report on this matter was submitted by Committee 1lo.4, recommending that the sums of $175.00 from Account 825-99, •400.00 from Account 176-17 and $100.52 from Acco nt 176-49 be a ppro br iated. to aid in financing the City, s share of this: pre j ect, and that an additional amount of ;x,806.48 be aptr.opriated from the Contingent Fund to make up the contribution of the City as 'sponsor. Purchase o '° New Billing Machine A report was received from the Board of VV;or.ks trans- mitting Bulletin No. 86 concerning the purchase of a second billing_ machine, and recommending the maachine be orderea immediately. Committee No. 5 recommended that this billies machine Hbe purchased Committee No. 4 recommended that $2940.00 be transferred from the unappropriated balance in the Otility funds to a special fund to cover the cost of purc asinz themachine, and that the Board of Works be authorized to place the order. Improvements in Lewis S ad? vi_ ion A report was received from the Board of Works advising the Council that it held a hearing on this date, April 12, 1937, for the purpose of hearing protests against proposed improvements in the Lewis Subdivision; that no protests against said improvements were made. The Board recommended to the Council that the improvements be made in accordance with Improvement Plans No. 53 and that they be done under the provisions of the Improvement Act of 1911, except the installation of water and gas mains, hydrants and valves, which improvements are to be made directly by the Board of Public Works. The City Attorney presented a resolution overr aira3 the limitation of assessment provisions of the Special Assessment; Investigation, Limitation and Majority Protest act relative to certain improvements to be made under Improvement Plans No. 03. He explained that a four -fifths vote was necessary for the adoption of this resolution. Replacement of Bell Tower A report was received from the Board of Safety rescinding its recommendation to the Council of November 2, 19.36, that a concrete drill tower be erected in the .;ark at the rear of the fire station and that the bell now installed on the city, hall be placed in the drill tower; the Board of Safety now approves the - recommendation of -t4 Board of Works that the bell tower on the city hall be replaced by a steel tower. =1 report was submitted by Committee No. 1 approving the recommendations of the Board of Works and Board of safety ;hat the present bell tower be replaced by a steel tower. Plans for Combination Fire -Station • 1/1 rill Tower A report was received from the Board of Safety recommending the construction of a combination fire station and drill tourer on the site on Park Boulevard now occupied by the Mayfield Fire Station, the new structure to be similar to }tans submitted by. the Fire Chief; that the tower be of steel frame construction and the station of wooden frame, stucco type construction, and that the Board of Works be requested to ,'reparean estimate of cost on that basis. • The matter was referred to the Board of Works and Committee No„ 2, with the understanding that the Board of Works, in Preparing estimates of cost, is not obliged to restrict its consideration to a•special type of construction, as indicated in the Board of Safety's report. Resolutions Establishing Loading Zones ti. report was received from the Board of Safety recommending for adoption a resolution establishing a loading zone in front of the University Hotel, 107 Circle; a resolution establishing a loading zone for the use of the public in front of the Palo Alto Hotel, 403 Alma Street; and a resolution permitting the exchange of taxi stand with the existing loading zone in front of 113 Circle.
