Roll call as follows: as pe advis Present:- Blois, Bonham, Cashel, Collins, Costello, when Cypher, Irs . Berner, Mitchell, Wosher, Salsmw :, Thoits, Thomas. Absent: t oddard, Richards, Wood. The minutes of the meeting of July 11, 1938, were ?WA Street Paving Project A report was received from -Committee itio. 1 recommend- ing that the resolution of intention for. ;the. improvement of Emerson, Bryant, Byron, Webster and Wellesley Streets, and Palo Alto, Boyce, Fife, Addison, Kingsley, Melville, California, Washington and. Nevada Avenues, and Garland Drive, Ross Road, West Place and East Place, be not passed at this time, and that consideration be given to the possibility of working up other :PWA projects which would be of greater benefit to all of the people of Palo Alto. The committee reported that it felt favorable to the improvement of all the streets mentionecl in Improvement Plans loo. SO with the exception of the streets in the Garland Tract, Emerson Street between University and. Addison Avenues, and Bryant Street excepting the storm sewers. Councilman Costello, Chairman of Committee explained that some members of the committee questioned the advisability of using gas tax funds to pay a portion of the cost of improving zJmerson and Bryant Streets, and felt that these funds might be used on projects which would be of greater public benefit, such as the grade separation project at El Camino Real and University Avenue and the construction of a new Pope Street bridge. Councilman Thomas called attention to the fact consideration of the resolution of intention is out of order until the plans and specifications are adopted. The City Engineer reported that the plans and specifications are complete with the exception of certain points which have to be taken up with the attorney. He also advised that the application for a PWA grant for this project has been made previously authorized by the Council. On motion of Thomas and Mosher, the matter of this street paving project was tabled until the regular Council meeting on August 8th when the Council would have the benefie of adequate legal advice. On motion of Thomas and Bonham, the whole the street improvement program was referred back to the = .1': of Works and Committee No. 1. Further discussion followed, and Coons. .man Col ins expressed the opinion that a .matter of policy is involved which should be determined by the Council. The Chairman of Committee No. . advised that the committee did not have all of this information when it considered the matter. Louis Stern concerning tale Council's rejection .of the request of the Community Center Commission for an appropriation of $300.00 to operate the C::iiidren' s Theatre. Summer School; and reouesting that the Council take steps to make it possible to: re -open this summer school in July, 1539. On motion of Bonham . and ilosher, this communication was referred to Committees No. ,3 and. 1'o. 4. Letter from Chamber of Commerce A letter was; received from, the Chamber of Commerce requesting that the City participate in a:, advertising program of San.Francisco Peninsula,, Inc., a newly formed organization, by budgeting $1500.00 for this purpose in 1938-39 and a similar amount in 1939--40, providing that the County of Santa Clara also participate. On motion of Thoits and Thomas, this matter W:i.3 referred red to Committee rro. 4. Chanyie of Setback Line report was received from the Planning Comraisjsion recommending that the setback line on the southeasterly side of Melville Avenue in Block` 91 be changed from 30 feet to 11 feet beginiing at a point 75 feet northeasterly from ¥'averley Street and continuing . for a..distan.ce of 50 feet in a northeasterly direction. n proposed ordinance changing this setback line -s recommended was given first reading. A reem.ents with Southern aci.f i.c Co. A report was received from -Committee Lio. 1 recommending for approval and execution the agreements between the City and the Southern Pacific. Company covering the construction of one 4o -inch drain pipe and two 30 -inch drain pipes under the Southern Pacific property .;in Mayfield. On motion. of Mosher. ,and. Bonham, a resolution authorizing the ayor and City Clerk to execute these agreements was adopted by anaairious vote on roll call. 1'o e S tre:et Bridge. No. 146. .-action on this matter was ce'erred pending a report from Committee No. 4 to which the matter had also been referred. Straightens ng Streets in South. Oreon Tract .. A report was received from Committee No 1 -recommendia thatproceedings be instituted for the straightening of Emerson Street and Ramona Street at Colorado Avenue and for the widening and straightening_ of other streets in the South Oregon Tract, and that an assessment district be formed tobear the expenses of this procedure, ;:the district to include the area bounded by Alma Street, Oregon Avenue, Middlefield Road and gatadero Creek. On motion of Thoits and ;other, the recommendation of Committee No. 1 was approved and the matter was referred to the Board of,Vdorks and City Attorney.
