University Avenue and Lytton Avenue to ,a' point. midway between University Avenue: and Ramilton Avenue, being portions of Blocks 37.,: 38, 42 and 43, Palo Alto, from First, Second and Third Residential Zones (Zones A; B and C) to Commercial Zone (Zone D) , and upon the recommendation of „the City Planning Commission that this property be rezoned to Business District, Zone D.-1", and:to the following supplemental notice '"As Mayor of the City of Palo; Alto, I hereby call a special .meeting of the Council: of. the City of Palo Alto, to convene at the council -chamber in the city hall in the City of Palo Alto, ' ast the: hour of 7'30 PM. , Monday, October 28, 1940, : for the purpose, in addition to ,the public hearing on` the extension of the business -Zone` on University Avenue, of considering alley lease with the Stanford Area Council of Boy Scouts of America for a Sea' Scout base, to be located on property now leased by them on the City's bay lands." Mr. Leve filed a letter signed by Dr Howard Black and Agnes W."Black, urging that the. Council adopt the recommendation. of the Planning'Commission. Wheeler, representing the Palo Alto Residents' Club: and speaking .on his own behalf as a property owner on Southwood Drive. Mr. McDougall filed •a, letter signed by Olive R. Schneider protesting .against the extension of the business zone, and stated that he protested on his own behalf against the rezoning. Mr. Whieeler., suggested to. the Council that consideration be given to making . a buffer zone, such as a park area, between the business and residential zones, and that, if business is extended, ` proper provision be made for _parking and for the opening of alleys. After;: all had addressed the Council who desired' to do so, the Mayor declared the public :hearing closed and announced that the Council _would take the :smatter under consideration..
