C ty Ball,; Palo . Alto, California, September 10, 1940. The. Council of the City of Palo. Alto met in regular session on this date at `T;:30 P.M., with Mayor Blois presiding. Roll call as follows: Present: Bentrott, Blois, Cashel, Cypher, Hoy, Reed, Southwood, Tholts. Costello, Goddard, Mrs. Merner, Mitchell, Richards, Thomas, Wood. e: -minutes of the meeting of August 12, 1940.; were e.of Zone, Greer Tract This was the tie set for a hearing upon the application. of .John': Lucas Greer and others for the rezoning of Lots 1 to 3?, inclusive,,. :Block L, Greer Homestead Tract, from First Residential to Light Industrial District The Council was informed that a notice' of thi:s'. hearing was sent to each property owner within the zone -of _:Interest' and was published in the Palo Alto Times. 1A report -was received from the Planning Commission reco ending:'thet• 'the request for the rezoning of this property be nat?: granted, ``brut that the' highway frontage, consisting of Lota ',1>, 2, 3. -and 4 on the northwesterly side and Lots 19, 20, 21, 22 and 23 'on' the southeasterly side of Encina Avenue, in Block L, be rezoned from First Residential District to Light Industrial District.;:: The Commission reported that it held an informal. hearing on this' -matter and received three protests against the. rezoning of the entire tract; and that the three protestants have Withdrawn their protests as to the highway frontage. At the request of Mr. Kendall Bower, representing interested property owners of the highway frontage, the Planning Comrtl ssion had given special consideration to the rezoning of the highway frontage. The Planning Commission further reported that it is making a study of the fire zones along El Camino Real and will make a report. and recommendation to the Council at t its next meeting as tO the proper fire zone in which this property should be located. A:telegram was received from Esther L. Brags, a property owner on Encina Avenue, advising' that she favors the rezoning of Lots I to 37, Block L, to Light Industrial Zone. Letters were received from Florence OtBrine, D. K. Best 'and :Florence Shaw, who presented protests to the Planning Commission against rezoning the entire tract, stating they have no object on; to the rezoning of the frontage along El Camino Real for industrial or 'business use. The, hearing was declared open to the public and an opportunity; ,s given to members of the audience to be -heard.
