Budge t' and ` Tax Rate The special order of the day was the consideration of the budget for 1,940-1941 as submitted by Committee No. 4 This was the time set for a public hearing on the proposed budget-.. A- report was. received from Committee No. 4 submitti:�� the budget and recommending it to the Council for adoption. ,The committee also recommended that the. tax . rate for 1940--1941 be`;fixed at 95 cents per one hundred dollars of assessed valuation.' Councilman Mitchell, Chairman of Committee No. 4, pointed out that the budget as presented does not include a .provision for a, pension plan for city employees, as the committee is not ready to make a recommendation for the establishmentof suoh: a plan at this time but is giving the matter further- consideration with the thought that a proposal may be ready to submit to the voters at the .next municipal election in 194: There, was no one in the audience who. wished to address the Council in regard to the budget and the hearing was declared closed. A motion vas made by Mitchell, seconded by Reed, that . the report of Committee No. 4 recommending the approval of the budget as presented and the fixing of the tax rate at 95 cents be, adopted. Councilman Wood moved that an amendment be made to the budget :to' provide an increase or. $1884.00- to the budget of the police Department forthe purpose of increasing the salaries o:' pclice. officers as previously recommended by, the Chief of Police and the Board of Safety. Councilman Southwood and Councilman Cypher to the recommendation of Committee No. 2, previously made to the udget Committee after consideration of the Board of Safety budget, that the Police De e-rtment be granted the total salary increase requested of $1884, oo and that tithe Fire Department be granted an increase of $2175.00 in its < salary account, which is one-half of the total amount of increase:. requested for that depdrtaient. The motion made by Wood and Goddard was then withdrawn and a motion was made .by Southwood, seconded by Cypher, that the amount of $1884..00 ,'be" added to the Police Department budget and $2175.00 to the Fire Department budget, as previously recommended by Committee No. 2, making a total addition of $4059.00 to these salary aceouxts., After .considerable discussion, a vote taken by roll call on this proposed amendment to the budget was as follows: Ay Bentrott, ` Cypher, Goddard, South.rood, Wood. Road as a restricted traffic. street, in order that the contractor can haul the excavated :material from.: thehighway underpass to the Bayshore Highway via.`Embarcade7o Road,' The Chamber of Commerce requested, a definite expression - from, the Council' as to whether or not the des ;gnati;on, of Embarcadero.Road as a restricted traffic street would be re -adopted as soon as the hauling of dirt from the unde rpass- is completed: lt:was pointed out that it was the understanding of the Council when the emergency ;ordinance was adopted at the last meeting- that: it was a temporary measure, to be effective 1 only as long as the situation required, and that it was the intention, to: repeal,. Mr. Anderson advised the.' Council that the work ' of hauling" the material would be started soon arc .:.that ' the= contraet with the Union Paving Company had been based on the use of Embarcadero Road for this purpose. The entire matter, including the petition from the residents of Embarcadero Road, was referred to the Board of Safety .and CoMM ttee.'No. 2. A tabulation showing the cost to be borne by the City for pavement, water and gas mains, removing trees, replacing driveways and storm sewers, was presented,with the voting returns showing the percentage of property owners for and against the proposed irnpravenent .
