The layout plans for the grade separation project
El Camino Real°'and University Avenue, prepared by the Department
of Public Works, State Division of Highways, were presented for
the Council's 'cor.sidera:t;ton, with a report from the Board of
Public .Works approving the plans and recommending the adoption
of a.resolution by ,the Council giving its approval to these plans,
Thee`Council- was informed that the State officials have .reauestc
early acti-on,;on :this ';ratter by the Council as they hope to
advertise tomorrow for bids on the excavation and paving: work.
The ,,,changes in the layout plans from those pre'. oesly
prepared were explained by the City Engir,eer, the prince;pa',
charlges:betrz in the width of traffic lanes and in the size of
thyislands The City Engineer pointed out that the contract
for the entire- project would be let in three parts, - first, the
excavation and the paving of El Car:lno Real and the side roar°;
second, the construction of t:he bridge; and third, the
landscaping.'
The Council was informed: that; although there is no
recommendation on this ,matter fror: Committee No. 1, several
members_ of the committee attended the meeting of the Board of
Works today when the plans were considered and have no oy,;ec..tl
to them Councilman Cypher expressed opposition .to the left-
hand turns. Councilman Thomas was of the opinion that the
modification of the plans is a decided improvement over the Ali
previously prepared.
Resolution No. 1.278, approving plans for the El
Real. -University Avenue grade separation, was read, and on
of : Mitchell and Y.rs . Merner, was adopted on roll call, with 13
Ayes, Councilman Cypher voting No.
There was then submitted for the Courc;. s eo.._side
a Second Supplemental ivi,emorandum of Agreement to provide for the
expenditure of the 1,< cent gas tax funds on State Hghwati s for
'biennium. This authorizes the transfer of $z:4, "5C

The Council,, was informed; that the affidavit of the

no written' protests;. to `.ire proposed work have 'been received.
The ' hearing was,. declared open to the p \blic . A number
of 3.nterested property owners addressed the Council. sprea
protests Were 'made by 'R'alph Nordberg, Miss Adeline ,Gray and
H. H. Galloway Percy Gibbs spoke in favor of the plan.
It was pointed, out" by the City Attorney that this
procedure provides only for:.the street opening andthe acquisition
of the land, that. it does not provide for the actual improvement
which may not be, done' for some years.
Harold. Strain addressed the Council stating that he
approves the :.plan .feels.It does not go far enough., He
suggested ;that <a." street-be_constructed leading to the South
Palo Alto School` so that the', children attending that school
would not have to use Middlefield Road. Arthur, James, planning
adviser, explained that --,the; 'Planning -Commission feels that
such streets, as proposed. by Mr. Strain are local streets and
s'o'ld be provided fors by the property, owners concerned; that
wizen they are ready...to present their plans for opening such

The public hearing was then closed. At the request
of the Mayorr, an explanationof the plan was given, by Mr. James
and the streets proposed to_ be opened, widened or closed were
pointed. out. , Its was noted that .the assessment ddistrict
covers the entire, South: Oregon Avenue Tract. Opposition to the
:narrowing ,of. Colorado Avenue;- from 30 to 60 feet between - Alma
arc. wa.verley Streets was ,expressed by CouncilmenTheits and.

A letter was received from the Palo Alto: Charmer of
Commerce,' and Civic Association requesting the C'oUncil to
appropriate the sum of. $80.00 for the purpose of erecting two
directional signs on F.1 Camino Real, one at Palo Alto Avenue
facing -north> • and the other , Mnbarcader, o Road facing south,
thee, signs' to direct traffic to the Palo Alto business district,
with the additional words "`'Main; Entrance C iesed".

the adoptionof an ordinance relating to the regulation of
bo.iing alleys. This .proposed ordinance would amend. < Section
130,1 of Codified Ordinance No.", 4, and providesthat bowling
al: eves, i f located in the light industrial>, or industrial' zone,
stay be kept "open until .1:00 A.M.; if located in the commercial
district and more, than 200 feet from and; hotel, apartment house,
rooming house or private residence, they may remain open until
?.:OC A.M., but if located.in the commercial district and within
200 feet of .a hotel, apartx. ent house, rooming house or private
residence, they must close: at 11 P.M.
