Harris, 2901 Ash Street, requesting that the remaining 100 feet of Pepper Street northeast of Ash Street be abandoned. The City Manager pointed out that this particular portion of Pepper -Street adjoins the portion for which abandonment proceed- ings were started at :a previous meeting. He suggested that Mr. Harris' request be referred to the staff for investigation relative to utilities or easement, requirements, and if it is appropriate to close the street,: the staff wouldsubmit a report and additional, information to the Council with the necessary resolution at the next -meeting to" initiate proceedings and set date for hearing. The City, Manager stated tiiat Vim Harris would be advised that if the. City is to proceed with the street._.abandonment, he would be ,. rresponsible for the expenses inconnection with the procedure. It -was moved by Woodward, seconded and carried that this,: leave of absence be granted in accordance with the City Manager's recommendation, J Em rium• Black Cat• Cafe The City Manager stated that some time ago he was asked by the Council. to look into the problem of a so-called jazz emporium, or coffee house on University Avenue, known as the Black Cat Cafe.:'-: He reported that a great deal of work has beendone on the matter by the Chief of Police, the City Attorney and the District Attorney, and a number • of, reports are on file. The City Attorney has advised; the Chiefof Police that there is no actual course of action which can be initiated at this time. The City Manager reported that the Police • Department is maintaining a file and accumulating records on the, operation of this particular cafe, 'and will continue to give it special patrol and investigation, but until there is an actual violation of the law no action can be taken. Trampoline: Centers The City Manager reported that trarnpoline centers, for which the City has noordinance at the present time, are being constructedin Palo Alto, and asked if the Council wishes to enact some sort of legislation to;:govern ;this ,activity. He: pointed out, that the ,natter had been brought up at the last meeting of Committee. No 2 when it was referred to the staff for recomxnendations, but noted that if the Couxicil waits for action by a committee, it will delay the establishment of regulations, and he thought the Council might wish to`take some action on an emergency basis.
