City Hall, Palo Alto, California November 13, 1961. The Council of the City of Palo Alto met in regular session on this date at"7:30.p.m., with Mayor Haight presiding. Roll call as follows; Present: Arnold, Bishop, Byxbee, Dias, Evans, Haight, Marshall,. Porter, Rodgers, Rohrs, Rus, Stephens, Woodward, Zweng. Absent: Debs. The minutes of the meeting of October 9, 1961, were approved as distributed. Anirnals__for Medical. Research The Mayor read an announcement that Stanford University has authorized hire to withdraw the request of the Stanford Medical School, dated. August 8, 1961, for the release of unclaimed and unwanted pound animals for medical research. It was moved, seconded and carried that the withdrawal of the request be. accepted. The Mayor stated that later during this meeting the City Manager will advise the Council regarding the City's relationship with the Palo Alto Humane Society. Weed Abatement This was .the time and place set for a public hearing cn Resolution No. 3444 declaring weeds to be a nuisance. A notice of the hearing was .given by the Superintendent of Public Works in. the time, manner and form provided in Article 32A of Codified Ordinance No. 5. No: written protests were received. The hearing was declared? open.'' There being no one present who wished to speak on the matter, the.hearing was closed. Resolution No. 3448, crdering weed nuisance abated, waa. introduced, and on motion of Woodward and Bishop, was adopted by unanimous voice vote. (Willow Freeway). The Council was informed that the City Manager; has been instructed by. the Mayor to represent the City of Palo Alto: at the nearing. Req_Lestfor ,,,_Assessment District for Fallout Shelter A letter; was received from Cal Jones of Jones, Thenn..& Associates, Civil Engineers, forwarding a request from seven residents of the Grove . Court area for consideration of a special assessment district for the construction of a fallout shelter. The City .Manager recommended that this be referred to the staff for a report back to• the Council. It was moved by Zwerig, seconded and carried that they request be referred to .the staff, Councilman Byxbee raised a question as to the effect on people who have provided their own shelters if the City should in the future have a city-wide shelter program financed by a bond issue. Center_ The City Manager advised that he had intended to make a -progress report on the acquisition of a site for an Athletic Center, but wishes to defer his report until a topographical map is prepared.' The City Manager reported that in line with the policy `. of improving streets to acceptable standards, it has been proposed to improve :Ara,str. a.dero Road between El Camino Real and the Los Gatos Branch .Lire of the Southern Pacific to provide a street with two moving lanes in. each direction and two parking lanes, with a width of 60 feet from curb to curb which would make the street similar to Charleston Road between the railroad and El Camino Real, and with:, sidewalks to "be constructed adjacent to curbs to minimize acquisition and cause the least disturbance to abutting properties. The Council was informed that a meeting was held with property owners concerned and: all aspects of the contemplated project were. explained, and that the protect would include storm drainage, street fighting and full street i,mprovem.ent consisting of curbs, gutters, sidewa.lk and paving;. it was moved by .Woodward, seconded and carried that this proposed project be referred to Committee No, 1 for considera- tion. Councilman Bishop advised that the committee had held two meetings on the Oregon Avenue matter; that it seemed to him there was a conflict iiithe recommendations made at the two meetings although the committee had instructed him to put all of thorn on the agenda. He also reported that at the October 16th meeting the committee voted to remove the parkway plan from the .files and give it further consideration, and that prior to the November 6th meeting of the committee, Councilman; Zweng had presented a boulevard plan. Mr. Myron Chenard, 350 Oregon Avenue, President of anew organization called "United Palo A/tans" told the Council that two members of the group would make the presentation of a petition. Mrs; Richard L. Slocum, 550 N. California Avenue, filed a petition which she stated contained 5, 688 signatures. The petitionersstated that they 1psupport the Council's two unanimous votes on August 14thand 28th which rejected an expressway or parkway for Oregon Avenue, and the Council's unanimous endorse- ment ova October 9th of a study ofthe perimeter concept of traffic, circulatior.;" that they "support .the preservation of the residential character of Palo Alto", and that they "are opposed to the changing. of our residential streets by the development of major traffic art€rialssuch as fre.eways<-expressway s -parkways -throughway s - boulevards, etc:., which would require the removal of homes." Mr. Dare Davison, 2424 8urnha.en Way, another spokesman for United Palo A:1trns" , presented the results of a survey taken by his group of the;;opiiiioils of the people who live on the north side of Oregon Avenue and those just off Oregon on the south side whose houses would rena -,. if' the homes along the south side of Oregon were removed by a .major improvement. Mr. Davison stated that the survey indicated that 74% of those interviewed favored' retaining the homes along the south side of Oregon and 26% favored removing .them.' It was noted that the survey did not include the residents of the houses which would actually be removed from the south side if a major ;improvement requiring the removal of these homes should be carried out. Mr. Merritt Holman, :115'Edgewood Drive, Chairman of the Traffic Action 'Committee which favors a major improvement,' addressed the Council criticising and commenting on the •caethods used by :the United` Palo Altans in obtaining signatures to the petition and on the arguments and :statements made, by some of the circulators .. of the petition; The Connell then, returned to a discussion of the motion previously made to adopt recommendations numbered 1, 2 and 3 made by Committee No.` 1 on November 6, 1961. Councilman Evans stated that he opposes the first recommendation as he felt the staff should notenserd any time in preparing a ;report on the proposed boulevard :plan until there is an opinion from the County as to whether it would be acceptable to the County for bond financing'. He also !opposed the second recommendation because he thought itwas too general. He thought the traffic counts requested in the third recommendation would be helpful'. It was moved by Evans, seconded by Debs, that the motion. be amended by striking: out recommendations 1 and 2.
