The City Manager suggested that if the City i's to
participate in the hearing on June 29, 1961, the following principles
or guides, as outlined in 'a communication dated June 23, 1961 from
the City Manager to the Council members, be considered in establish-
ing the City Of Palo Alto's position relative to the freeway:
I.° El Camino Real -Alma Street interchange to be a.
depressed' structure (below grade).
2. F;'ceway shall be well designed and fully landscaped
3,. Freeway must have full interchange with El Can no
Real.
Location of freeway must preser-ze El Palo Alto-
the historic redwood tree.
5. Author ze inclusion of freeway only inside the
Palo Alto city limits between Ju.niper.o Serra
Boulevard and El Camino Real.
6. Exclude consideration of freeway location inside
Palo Alto city limits easterly. of E1 Camino -Real
1. If the freeway is located adjacent to San Francis-
guito Creek, either in Palo Alto or. Menlo Park, no
isolated pockets of residential development should -
be created.
The City Mi,nager advised that he would like to add an
:eighth point which has been suggested by the Plar n.ng Officer to read:
8. Freeway shall be fully depressed for the maximum
distance- possible .

proposed -Route E and portions of some of the other rO� alternate t t eS,
