Work Project for Youth ;(Councilman Davis carne at 7:45 p.m., and was present for the rest Of the meeting.) Mr. Gordon Parsons, Assistant Principal of Cubberley• Senior' High School, addressed the Council Concerning a proposed work project for youth. He stated that he represented a committee.' of the Parent-Teacher Association which is concerned with employ- ment of high school girls and boys who need jobs during the school year on a time basis and during the summer vacation period. Mr. Parsons, advised that help isneeded in connection with their Work Experience .Education Program, and asked that the Council look into the matter as to how the City might help in the program to provide work and training to students at a minimum salary. He further advised that a.lhrge number of students wish jobs during the coming summer,: and suggested consideration be given to their employment to help develop the Foothills Park. ITe proposed thought be given to a work -play program in which the students would work four hour s in the mornings and have four hours of organized recrea- tion in the afternoon. A A 1�. motion was made by°Zweng and seconded that the proposal be referred to Committee No. 3 for study. The City Manager advised that the staff has explored the Foothills Park project in connection with a work prograrn for youth but the park question is still in the courts and even though the court decision is in favor of the City, it will take a year to design the plans for the<park,so it does not appear likely that a work project for park development could be started this yea; even if such a project is approved by the (:ouncil. The City Manager pointed out that the Cicy does employ a number of youngsters during the summer in the Recreation Department and Public Works Department with the limited funds available for such jobs. He advised that the staff could explorethewhole matter further and report to the committee. Councilman Stephens suggested that the staff investigate what other communities are doing and advise the coma-ittee, and Councilman Bishop suggested some sort of a program might be worked out between the ,City and the School District.
