HomeMy WebLinkAbout12091963City Hall, Palo Alto. California December 9, 1963 The Council of the City of Palo Alto met in regular session on this date at 7:30 p.m. with Mayor Cresap presiding. Present: Arnold, Beahrs, Byxbee, Comstock, Cooley, Cresap, Debs, Dias, Flint, Porter, Rodgers, Rohrs, Woodward. (Councilman Zweng arrived at 7:38 before the transaction of any business and was counted as present) Absent Rus. Youth in _Government Mayor Cresap welcomed to the meeting twenty-two Cubberley High School students who had been chosen by the'school <, v'l because of their..,Outstanding scholastic record to participate in a 'L',.. 'Yo.ith in Gover•nn ent";program The Mayor introduced Rick L .fit Briggs, the_student:c,ho:sen as the counterpart of the Mayor, and .'i this student thenintroduced members of the Cubberley High School. faculty and :the other students who were participating in this program Minutes of;;Previous ,Meetin Councilman Comstock advised that the minutes of; - the meeting of November 26 1963 should be corrected so that the record shows he supported the memorial for President Kennedy although he was absent at the time the resolution was adopted:. It was directed that the minutes be corrected to show his vote. A request was made by Councilman Debs that the xnirutes show that hi's_ request fora roll call vote on the Rumford Fair Housing act was denied. Mayor Cresap stated that the Chair had ruled' at that time that a roll call was not necessary since there were no dissenting votes. On challenge by Debs, the ruling of the Chair was upheld by ra majority vote. There being,rno other corrections, the amended minutes were then approved as distributed. • Excavation:?•and'Grading; Ordinance Vice Mayor Woodward reported •:hat the Committee of, the whole; recommends to the Council that the present excavation. and grading ordinance be affirmed. ,Councilman Flint made a motion that the Council examine the ordinance again in relation to the foothills and that the ordinance be referred forstudy to the Citizens' Foothills Advisor)- Committee to be compared with adjacent cities' ordinances and also to be _compared with: cities in the State which are undertaking developments in areas similar to the foothills. The emotion was seconded by Comstock.. • Councilman Arnold, chairman of the citizens' ad-;_' visory committee, advised that, this specific item had been a charge to the comrnittee and is being considered, although its study and deliberation on the matter has not been completed. He advised he thought the motion was superfluous. motion made by Flint was lost on a voice vote. ' Newell Ftoad:B:r.idge A.:report was received from the Committee of the Whole recommending to' the:: Council that no action be taken on the proposal to construct a new bridge at Newell Road and San Fran- cisquito Creek. A motion was made by Zweng that the Council approve the proposed contract between San Mateo County and the City cf Palo Alto' for construction of: the bridge on. Newell Road to replace the existing' structure. The motion was eeconded by Woodward. After discussion, Mayor Cresap moved to axnend the motion to include provision for a "guard a,nd go" system. on Newell. Road commencing at Edgewood Drive. The amendment to the motion was seconded by .Woodward. Following a further discussion, a :notion made by ]Flint, seconded by Rodgers, to table the matter was lost by the £ollowing,rollcall vote: Ayes: Noes: Beahrs, Byxbee, Dias, Flint, Porter, Rodgers, Rohrs. He advised that as long as. the original intention and general scone: of the ordinance are.retained, he believed the change proposed was a minor charge which could b'e rriade prior to final passage of the ordinance. Councilman Cooley moved to amend Porter's :-notion to include University Avenue from the Palo Alto City limits to Alrna Streetas a lirrii.ted truck route. The amendment was seconded by Debs. Arnold questioned the Chair's ruling on allowing Cooley's 'rirrcndnient to Porter's motion to amend.
