City Hall, Palo Alto, California November 12, 1963 The Council of the City of Palo Alto root in regular session on this date 3t 7:30 p.m. with Mayor C>resap presiding; Present: Arnold, Eeahrs, Byxbee, Cooley, Crcsap, Debs, Dias, Flint, Porter, Rodgers, Rohrs, Woodward'. Absent: Cornstock, ;#bus; 7_weng. The minutes of the meeting of October 28, 1963 were ;approved as distributed. Suspension of: Rules • It was moved by Porter that Items 14, 15 and 20 on the agenda (matters pertaining to truck route ordinances) be considered first by the Council. The motion was seconded by Woodward and carried by a majority voice vote. The motion was .seconded and carried by a unanimous vote. A motion wasmade by Porter that the following matters be referred to the Committeeof the Whole for consideration: 1. Oregon Avenue shall become atruck route subject to the followinglimitations: A. It shall be for local truck service for Palo Alto origins and destinations and not a through truck route. (Through trutks' to Mt. View, .Menlo Park, etc, will use appro- priate truck routes within these cities). B. Trucks- will not be permitted on this route at night (hours to be determined after appropriate study by Council but established .before second reading). C. Signals to be synchronized (at every appropriate cross street) to provide traffic and speed control on expressway and facilitate access across the expressway. If the above passes, then the following proposals should be con- sidered and acted upon: 2 Colorado and California Avenues and other so called feeder streets around the expressway complex should be put on the guard and go. system. 3. The expressway should be renamed Page Mill Road with the frontage street to the homes on the north side remaining Oregon Avenue. 4. While we',may alreadyhave satisfactory signs, the matter of providing adequate signs, illuminated if necessary, should be reviewed and signs installed where appropriate to maze sure that all truck drivers will clearly know which streets are and which are not approved for truck traffic. 5. The Palo Alto truck ordinance should be given wide publicity by distribution of appropriate pamphlets, etc. , so that not only the truckers but the citizens at large will fully under -- stand the ordinance's and policies. The motion was seconded by Byxbee and carried by a majority vote. Councilman Dias movedthat the two ordinances ontruck routes just adopted by the Counncil (Nos. 2176 and 2177) be treated as an' emergency measure for the, public peace, health and safety: The motion was seconded by Arnold, Ordinance No.'' 2178 entitled "Ordinance of the Council of the City .of Palo AltoArnending Sec'ion 19. 132 of the Palo Alto C.,7;46 Municipal Code Establishing Truck Routes (Destination Definition; Truck Weight Inert ase)`arid Declaring an Emergency" was then introduced and was adopted by the following roll call vote: AYeS: Arnold, ,Be.ahrs, Byxbee, Cooley, Cresap, Debs, Dias lint, Porter, Rodgers, Rohrs, Woodward. Noes: None. The. Mayor •state•d that the letter from the Colorado Avenue residents in=rega.rd to the truck traffic on Colorado Avenue would be considered by the Committee of the Whole, as well as all the pr.oposai.s on the truck ordinance, at' its next rrieeting. Suspension of Rules On motion by Flint, duly seconded and carried by a unani- mous vote, '.'Item 12 on the agenda was moved up for Council consid;cr- ation at this time. Willow Freeway A report wa.s,received frorn the Planning Commission that it accordance with Ordinance No. 2090, it has reviewed the pro-, posed• routing' of tie vY,. tlow Freeway and finds it in conformance with the General Plan.' The City Manager stated that Mr. Jess Mack of the Division of Highways was present: and would explain the Willow Freeway plans and answer, any questions. Mr. Black then explained a large it ustration of the proposed Willow Freeway and answered various questions asked by the Council members. The Mayor, o' behalfof the Council, thanked :Mr: Black for coming to the meeting ; and for providing the Councl with an explanation of the Freeway. Weed Abatement The Mayor announced that this is the time and place set for a public hearing on Resolution No. 3681 Declaring Weeds to be a Nuisance. It was stated for the record that notice of the hearing has been given by,the City Engineer in the time, manner and form provided in Chapter 32,. A of the Palo Alto Municipal Code. The City - Clerk advised that no written protests had been received and there being rio one'present who wished to be heard on the matter, the hearing was declared closed. Mr. -Frank Grist, an attorney, 865 Hamilton Avenue, addressed the Council tr1 behalf of his client, Miss Marjorie Eaton, whose lot split application is also on the agenda. Mr. S. C. Creasey, 920 Old Trace Road, also spoke to the Council in regard to the plans submitted. The different plans were discussed at length by the Council and various questions were answered by the Assistant City Engineer. The; motion to approve plan lines as indicated on Plan "I3" of the staff's report, was carried by a unanimous vote. (Council- man"Debs was absent for this vote.) Rem>rt on Bids The City lvlanager reported that only two bids had been received for the demolition of buildings and construction of improve- ments on the proposed addition to Parking Lot "H", that the low bid submitted was 36% in excess; of the engineer's estimate, and that. after review of the estimate and the bids, it is anticipated more favourable biddingcan be expected. He recorncnended that these bics be reje.ctedarid no .contract awarded and also requested that the Council authorize a .call for new bids on the demolition of buildings only at this time, with the bids on construction of the improvements: to be re -advertised in the spring of 1964. It w;S.s moved by Rodgers, seconded and carried unani- mously, to reject the two bids submitted on improvement of Parking Lot "H" and to authorize the staff to proceed on the basis of the City Manager's recommendation.
