Alter further discussion, the following resolutions were introduced arid adopted by a majority vote: Resolution No. 3684 entitled "A Resolution of Preliminary Approval of Engineer's Report", and Resolution No. 3685 entitled "A Resolution Appointing Time and Place of Hearing Protests in Relation to Proposedimprovements and Directing Notice". (November 25, 1963 was the date set for hearing). A motion was made by Debs that on November 25, 1963' the staffreport on a proposed circulation pattern for traffic in the area and an explanation of the feasibility of the City taking back Lucas Lane, also an explanation of the legal steps necessary to implement the traffic: pattern. The motion was seconded by Cooley and after discusaion;was carried. Bus SystemTesaames The City�„Manager and the Assistant City Manager re- viewed the proposed contract between the City of Palo Alto and Peninsula Transit .Linesfor the operation of the City -owned buses, with particular reference to advertising space on the new buses. It was pointed out that if exterior advertising were prohibited the '. net loss of revenue would have to be paid by the City. it was esti-c' mated that this amourt'would approximate $6000.00. The Manager also mentioned the staff would report after' investigation concerning, a more exact dollar profit estimated from advertising. A motion made by Debs to defer action on the contract until the next Committee of the Whole meeting and that the staff at that meeting report on a survey of the amount involved on exterior. a:dvertis'ing, died for lackof a second. A motion made by Woodward, duly seconded, that no exterior. advertising be permitted on the City buses was carried by the following roll call vote: Ayes: Beahrs, Byxbee, Comstock, Cooley, Cresap, Dias, 'lint,.; Rus, Woodward. A riaotion ioton made by Woodward to extend the existing .con; tract with Peninsula Transit Lines to November 30, 1963 was' duly •seconded and carried,by a majority vote, Flint voting against the motion. Further discussion followed in connection with the terms of they proposed contract and a motion_was made by Woodward and> duly seconded that the contract as presented be approved with the exception for the net profit derived from exterior,'; advertising, whch should be negotiated and should not exceed $6, 171.60. The motion was carried by the following roll call vote:` Beahrsi Byxbec, Comstock, Cooley, Cresap, Flint, Rodgers, Rohr s, Rus, Woodward. Newell. Road. Bridge A copy of a proposed agreement concerning the joint construction of the new Newell Road Bridge had been furnished to the Council members. The agreement was submitted by Sar, Mateo County and sets forth the conditions for the joint project between the City of Palo Alto and San Mateo County in the construction of the bridge. It was .noted that this project had been reviewed by the Planning"Comnission and a motion: was made by Woodward that the proposed contract be referred to the Committee of the Whole. The motion was seconded and carried by a unanimous vote. Hillview Avenue - Juniyero Serra Intersection After an explanation by the Assistant City Manager, Resolution No. - 3686 entitled "Resolution of the Council of the City of Palo Alto Amending Resolution No. 2971, Making the Intersection of Hillview Avenue and Ju; ipero Serra Boulevard a Stop Intersection" was introduced and on motion. by Rodgers, duty seconded, was adopted by amajori;ty vote, Dubs voting against adoption. Electric and Gas Utility Systems The. Assistant City Manager reported that the con- sulting engineers report on the City's electric and gas utility: system: had been received and that copies of the report were avail- able for inspection at the City Clerk's office.
