At the request of the Mayor, it was moved by Zweng,'.

Hospital Board Appointrz eft
Mayor Cresap reminded the Council that while the
appointment of Conrad F. Gv.11ixson to the Hospitat Board of
Directors had be.enconfirmed, William 3. Miller, who had also
been chosen to succeed himself on the Board, had expressed a
wish not to be ire -appointed. It was moved by .Rus, duly Eleconded
and unaninnously carried. that the :natter of selecting a director
to succeed :vin. Miller be referred to the Committee of the Whole.

entitled -Resolution. of the. Council of the City of Palo Alto Declaring
Real Property Surplus to the. City's Needs and Authorizing the Sale
Thereof to the County of Snta Clara" was introduced and on motion
by Woodward duly seconded, wa:i adopted b, ur.ar.irnous; voice vote .
Purchase of Property

A;ruport:was received from the Assistant City Manager
certain ,properties' at 536.538 Cowper Street could be acquired:
by the City for a consideration of $43, 000; that the property contains
42.00 square feet and, if acquired, would permit construction of 20
;additional parking- spaces to the off-street parking in Block "H" and
would also provide`; superior ingress and egress; that total cost of,
acquisition and ]rnproveme xt would, if approved, require ar. appro-
priation>of $4`.8,000.
After discussion: of the purchase, a motion was made

cri'oed by the .:assistant: City Manager for off-street parking purposes;
with :funds to be appropriated from the Reserve for Capital Additions
of the Parking rund in the amount of $48, 000, and that the staff :in: •

The motion was seconded by Rodgers and after dis-
cussion, was carried by a majority vote.

The Assistant City Manager reviewed the bids which:.

A motion was made by Debs that a joint meeting of the
Council and Planning; Commission be set up to establish priorities
Listing the 14 goals and objectives. The motion was seconded by
Flint. Alter a lengthy discussion, the motion was defeated by the
:following roll call .vote:
Ayes: Comstock, Debs, Dias, FU.nt, Rodgers.
Noes: Arnold, Beahrs, Cooley, Porter, Rohrs, Rue,
Woodward, Zweng.

Councilman Flint reviewed his letter regarding parlia-
rnentary rules which had been sent to each Council. member, He
moved that the Council consider and adopt a body of, rules of parlay
meritarylaw, proposing in this connection that they :adopt Robert's
Rules of Order, it being the standard, except where the rules are
modified, by the Procedural Code.
The motion was discussed at length by the Council and
a motion by Rohr s, .seconded by Woodward to move the previous
question wa.s carried by the following roll call vote:

A motion to refer the matters brought up in the corres-
pondence to the Citizens'' Advisory Committee on Foothills Planning

Notices of Annexations
Notices of proposed annexation , of territory to the
City of Mountain View designated as Hospital Drive No. 1, El
Camino No. 20, Centre No. 2 and Orchard No, 2. were acknowl-
edged and ordered filed..' It was noted that none of the territories
involved were contiguous to Palo Alto.
