parties in regare,to regulations on helicopter Landings the City. He
stated that after this item was put on the agenda for this meeting, he_had
received a letter from Mr. ,Stratibel of Hiller Aircraft, who questioned

Citizen's Charter Revision Committee
Mayor Cresap"stated he would like to 'nave the Citizens' Charter
Revision Committee make, a .study on another method of procedures in
handlingappeals on variances and use permits in lieu of the present
handling of such appeats bySthe Planning Commission; that something ir.
the nature of a Board of Zoning Review, which would act as a quasi-judicial
body on variance and use permit appeals, might be a great improvement
on the'`present method. He requested the Council to authorize such a:•
request to, the Cxzizer.s Committee for a report or. the advisability of, a ..
charter amendment on such a`procedur,e.
A motion was made by Byxbee, seconded by Dias, and unanimously
carried, t6 ` authorize refe.rr. al of the matter to the Citizens' Charter
Revision Committee„ pursuant to the Mayor's request.

A request was acknowledged from C. A. Tindall, Superintendent
of Whism.an School District, for de -annexation of certain property located
off San Antonio Road with limited access off Middlefield Road from the
City of Palo Alto to the City.of.Mountain View for use as a school. site.
On, motion by Porter, duly sr'.cended and unanimously carried,
the request of the school district was referred to the staff for study,
with a report to; be furnished to the Council on the matter as soon as the
study is completed.

A request had been received from Edward A. Mendell for per-
mission to address the C:>u.nci1 with reference to a moratorium on the
use of a eon -conforming, free-standing sign on Middlefield Road near
his place of business:'
Mr. Mendell stated he was one of the own.t* of the Midway
Cleaners at Z;699 Middlefield Road, at the Midtown shopping center. He
set forth his reasons why a five-year moratoriu=m should be granted to
him ori'the use ,of his present sign.
A rrxotio r was made by Porter, seconded by Zweig, to grant the
request for a five-year moratorium. After a t" -or ugh discussion of
the matter', however, ' Porter withdrew his .motion and the Mayor stated

consideration of certain items, a letter should be sent to this association
